COUNCIL MINUTES <br />DRAFT <br />2 <br />H) Consider Resolution No. 20-161 Extending the Recording Date for 42 <br />the Final Plat of Natures Refuge Approved 43 <br />I) Consider Approval of Settlement Agreement Approved 44 <br />J) Consider Resolution No. 20-169, Approving Off-Sale 3.2 Beer 45 <br />and Tobacco License for Casey’s Retail Company, 7601 Lake Drive Approved 46 <br />FINANCE DEPARTMENT REPORT 47 <br />2A) Public Hearing – 2020/21 Property Tax Levy and 2021 Budget: 48 <br />i) Consider Resolution No. 20-154, Adopting Final 2020 Tax Levy, Collectible 2021; 49 <br />ii) Consider Resolution No. 20-155, Adopting the Final 2021 General Fund Operating Budget; 50 <br />iii) Consider Resolution No. 20-156, Adopting the 2021 Water and Sewer Operating Budgets 51 <br /> 52 <br />Finance Director Lynch reviewed a PowerPoint presentation that included information on the following: 53 <br />- Total tax levy proposed (two components – General Fund and debt levy); 54 <br />- Tax Capacity and Rate (what a property owner will pay); 55 <br />- Valuations increasing approximately 8%; 56 <br />- Other taxes on tax statement; 57 <br />- Tax Rate Impact (residential and commercial property example); 58 <br />- General Fund Budget breakdown by department (fund is balanced for 2021); 59 <br />- Review of General Fund Budget, including proposed increases; 60 <br />- Water & Sewer Fund summary (funded by user fees). 61 <br /> 62 <br />Mayor Rafferty opened the public hearing. There was no one present wishing to speak and the public 63 <br />hearing was closed. 64 <br /> 65 <br />Councilmember Lyden thanked his fellow councilmembers and the staff for holding down taxes for next 66 <br />year. He thinks it would be helpful to property owners for the City to provide a comparison between 2020 67 <br />and 2021 payable. Ms. Lynch clarified that the overall tax amount mentioned in her presentation was 68 <br />based on the other taxing jurisdiction’s preliminary budgets so there could be some reduction in those. She 69 <br />also noted that the multijurisdictional calculation was based only on the Centennial School district figures 70 <br />although there are other school districts that serve and tax in Lino Lakes. 71 <br /> 72 <br />Mayor Rafferty noted that it’s been clear from the onset of budget discussions that staff and the council 73 <br />would work hard, including through a pandemic, to bring forward an appropriate budget. 74 <br /> 75 <br />Councilmember Cavegn moved to approve Resolution No. 20-154 as presented. Motion carried: Yeas, 5; Nays none. 83 <br /> 84 <br />2B) Consider Resolution No. 20-157, Amending the 2020 General Fund Operating Budget – 85 <br />Finance Director Lynch noted that annually staff brings forward the final figures for the current year 86
