CITY COUNCIL <br />AGENDA ITEM 3A <br /> <br /> <br />STAFF ORIGINATOR: Sarah Cotton, City Administrator <br /> <br />MEETING DATE: December 28, 2020 <br /> <br />TOPIC: 2021-2022 Labor Agreement with AFSCME, Local No. 2454 <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The City Council is being asked to consider Resolution 20-165, Approving the 2021-2022 <br />Labor Agreement between the City of Lino Lakes and AFSCME, Local No. 2454. <br /> <br />BACKGROUND <br /> <br />A tentative agreement has been reached for a two-year contract with AFSCME, Local No. <br />2454. The tentative agreement was reached after four meetings. The union members are <br />scheduled to vote on the following terms on Monday, December 28: <br /> <br />1. WAGES/CLASSIFICATIONS: <br />a) 2.25% Wage increase effective January 1, 2021 <br />b) 2.25% Wage increase effective January 1, 2022 <br />c) Wage Schedule replaced in entirety to reflect implementation of Keystone Job <br />Classification and Compensation Plan. <br /> <br />2. INSURANCE: <br />Article 16.1 (Health Insurance and H.S.A.) revised to read: <br />a) Effective January 1, 2021, Employer will contribute $538.42 toward the <br />monthly single premium and $1,142.53 toward the monthly family premium. <br />b) Effective January 1, 2022, Employer will contribute 100% of the base single <br />plan and $1,142.53 plus 50% of the 2022 premium increase toward the family <br />plan. <br />c) The Employer’s contributions toward the Health Savings Account and the cash <br />option for waiving coverage remain the same. <br />Article 16.4 revised to read: <br />a) Employees must be regularly scheduled to work 30 (previously 20) hours per <br />week to be eligible for all available insurance benefits, on a pro-rated basis. <br /> <br />3. PART-TIME EMPLOYEES: Article 5.2 was removed in entirety. (The wage schedule <br />included in Appendix A includes an hourly wage.) <br /> <br />4. HOLIDAYS: Article 6.1 was revised to include language that employees will be <br />eligible for holiday pay provided they are on paid status on the day before and the day <br />after the holiday (previously “or”). <br />
