<br />WS – Item 3 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br /> <br />Date: December 7, 2020 <br /> To: City Council <br /> <br />From: Andy Nelson, Environmental Coordinator <br /> <br />Re: Solid Waste Hauler Licensing <br /> <br /> <br />Background <br /> <br />At the April 1, 2019 City Council Work Session, Council discussed the number of <br />garbage hauler licenses available in the city, and whether this number could be decreased <br />through attrition. Specifically, a concern was raised over the number of trucks travelling <br />on city streets. This issue has been raised and discussed multiple times by the Council in <br />the past. At the conclusion of the April 1st meeting, the Council requested more <br />information on reducing the number of haulers, and on how other cities handle licensing. <br /> <br />Section 504 of City Code establishes the regulation for solid waste collection. The City <br />currently allows four licensed residential haulers to operate within the city. Each hauler <br />is required to provide curbside recycling pickup once every two weeks. For collection <br />purposes, the city is broken up into two districts. The east district pickup is Thursdays <br />and the west district is on Fridays. The city does not require provision of yard waste <br />services. Yard waste collection is provided solely as an added service of the hauler. <br />Yard waste se rvices are typically provided between April and October. <br /> <br />Currently, there are four waste haulers operating in the city. Each hauler currently pays <br />$75 for the first truck and $45 for each additional truck as part of the licensing <br />agreements. <br /> <br />ACE Solid Waste 15 trucks $705 <br /> <br />Republic Services 5 trucks $255 <br /> <br />Waste Management 9 trucks $435 <br /> <br />Walters Recycling and Refuse 7 trucks $345 <br /> <br />Based on the number of haulers and the services they provide, the number of trucks on a <br />given street could range from 3 (assuming one hauler has all properties) to 12 (assumes <br />all haulers have customers). The number of trucks also varies based on which week <br />recycling pickups occur, and if yard waste is being picked up that season. <br />
