<br />A summary of selected municipal solid waste hauler programs in the north metro is <br />included in the attachments. <br /> <br />Options to reduce the number of vehicles would include: <br />• Reduce the number of licenses through attrition <br />• Move to organized recycling collection (single hauler for recycling) <br />• Move to organized collection of solid waste, pursuant to the process described in <br />MN Statute 115A.94. <br /> <br />Reducing the licenses would likely be accommodated through attrition, which could take <br />a number of years. However, section 507.04 (2) does state that licensed garbage haulers <br />must comply with operational requirements. Failure to observe those provisions may be <br />the basis for suspension or revocation of a license. Staff has had prior problems <br />collecting quarterly reports as required from a couple of the vendors. Continued non- <br />compliance would be grounds for revocation, suspension, or denial of license <br />applications. <br /> <br />If the Council wishes to reduce the number of hauler licenses available, through attrition, <br />an amendment to the ordinance may be required. <br /> <br />Requested Council Direction <br /> <br />Staff is requesting City Council direction on whether to pursue an option regarding hauler <br />licensing. <br /> <br />Attachments <br /> <br />1.
