A summary of selected municipal solid waste hauler programs in the north metro is
included in the attachments.

Options to reduce the number of vehicles would include:
• Reduce the number of licenses through attrition
• Move to organized recycling collection (single hauler for recycling)
• Move to organized collection of solid waste, pursuant to the process described in
MN Statute 115A.94.

Reducing the licenses would likely be accommodated through attrition, which could take
a number of years. However, section 507.04 (2) does state that licensed garbage haulers
must comply with operational requirements. Failure to observe those provisions may be
the basis for suspension or revocation of a license. Staff has had prior problems
collecting quarterly reports as required from a couple of the vendors. Continued non-
compliance would be grounds for revocation, suspension, or denial of license
applications.

If the Council wishes to reduce the number of hauler licenses available, through attrition,
an amendment to the ordinance may be required.

Requested Council Direction

Staff is requesting City Council direction on whether to pursue an option regarding hauler
licensing.

Attachments

1.
