5 <br /> <br />There are no wetlands located on site. <br /> <br />Floodplain <br /> <br />The site is not within a floodplain. <br /> <br />Stormwater Maintenance Agreement <br /> <br />A stormwater maintenance agreement may be required. <br /> <br />Site Improvement Performance Agreement <br /> <br />A Site Improvement Performance Agreement is required. <br /> <br />EDAC-Economic Development Advisory Committee <br /> <br />EDAC reviewed the PUD concept plan on November 4, 2021. Due to the high visibility <br />of this commercial corner parcel, they did not support changing the land use from a bank <br />to car wash and oil change facility. <br /> <br />Planning & Zoning Board <br /> <br />The Planning & Zoning Board reviewed the PUD concept plan on November 10, 2021. <br />General discussion included site location, architecture, setbacks etc. Overall, the Board <br />was supportive of a new car wash and oil change facility in the City; however, they did <br />not all agree that this corner site was the best location. Three (3) Board members <br />supported the car wash and oil change at this location and two (2) Board members did not <br />support this location. The Board Chair abstained. <br /> <br />PUD Concept Plan <br /> <br />The City’s review and comments on the PUD concept plan’s relation to the <br />Comprehensive Plan and development regulations does not grant any rights to the <br />applicant to develop the property as depicted by the PUD concept plan. <br /> <br />RECOMMENDATION <br /> <br />Staff requests the following input from the City Council: <br /> <br />1. Should the City amend the Market Place PDO ordinance to change the site use <br />from a bank to a car wash and oil change building? <br />2.
