Since there is no underlying preliminary plat and development plans for Outlot B, the <br />outlot will need to be preliminary and final platted in the future. This will be similar to <br />the development of Main Street Shoppes and Otter Crossing to the west. <br />Outlot A contains a publicly maintained stormwater pond and it shall be deeded to the <br />City after it has been installed, established and approved by the City. <br />Streets and Alleys <br />Rosemary Way is a public street aligning with Rosemary Way in the City of Hugo and <br />extends from 24th Avenue west across the north lot lines of Lots 1-2, Block 1. The public <br />street is proposed at 32 ft wide paved back to back with 69 66ft of street right-of-way. <br />Additional street right-of-way may be need has been added in order to accommodate a <br />southbound right turn lane and thru and left turn lanes and sidewalk. <br />Street right-of-way 33.5 ft in width is being dedicated along 241h Avenue creating a full <br />66ft of right-of-way. No additional street right-of-way is required along 241h Avenue. <br />Staff notes Rosemary Way will eventually extend west and connect to Otter Lake Road to <br />serve future development in both Belland Farms and Main Street Shoppes. This <br />connection will create an important "backage road" from the City of Hugo and parallel to <br />CSAH 14/Main Street to support transportation in the area. CSAH 14/Main Street is an <br />A -Minor Connector road and has limited access points throughout the corridor. <br />Southbound 24th Avenue access onto CSAH 14/Main Street is right in/right out. <br />This future street connection is also supported by Lino Lake Public Safety in order to <br />provide faster and more direct emergency response from CSAH 14 and Otter Lake Road. <br />This future street connection is further supported by the following City Code Sections: <br />§ 1001.096 LAND REQUIREMENTS. <br />(2) Proposed subdivisions shall be coordinated with surrounding properties and/or <br />neighborhoods so that the city as a whole may develop efficiently and harmoniously. <br />§ 1001.100 STREETS AND ALLEYS. <br />(3) Streets, continuous. Except for cul-de-sacs, streets shall connect with streets <br />already dedicated in adjoining or adjacent subdivisions or provide for future connections <br />to adjoining unsubdivided tracts, or shall be a reasonable projection of streets in the <br />nearest subdivided tracts. The arrangement of thoroughfares and collector streets shall be <br />considered in their relation to the reasonable circulation of traffic, to topographic <br />conditions, to runoff of storm water, to public convenience and safety, and in their <br />appropriate relation to the proposed uses of the area to be served. <br />al <br />
