Easements <br />Standard drainage and utility easements at least 10 feet wide have been provided over the <br />lots lines and over Outlot A. An oversized 30 ft wide drainage & utility easement is <br />provided along the east lot line of Lot 1 for drainage to the stormwater pond. <br />Several separate easement documents have been recorded along CSAH 14 (Main St). <br />These easements are for trail, drainage & utility purposes. <br />A separate trail easement with exhibit shall be recorded for the new trail along 24th <br />Avenue. <br />Staff Comment: <br />1. Standard drainage & utility easements a minimum of 10 ft wide shall be shown on <br />the preliminary plat and provided on the final plat over Wetlands 1 and 2. <br />Public Land Dedication <br />The City will collect a cash fee of $9,450 $9,399.60 in lieu of land dedication for <br />commercial development for final platted Lots 1 and 2, Block 1, Belland Farms. A trail <br />shall be constructed along the west side of 24th Avenue between Rosemary Way and <br />CSAH 14/Main Street. The City will reimburse the developer for the trail construction <br />costs. The trail shall be installed by the developer and maintained by the City. <br />]Belland Farms5 3.73acres x2,520 per acre = $9,399.60a <br />a Trail construction costs will be reimbursed to the developer. <br />Site and Building Plan Review <br />Site Plan <br />This site and building plan review is only for Lot 1, Block 1, Belland Farms and the <br />proposed 12,230 sf medical eye clinic. Lot 2 indicates a future daycare and site plan <br />review will occur at a future date upon the submission of a separate land use application. <br />Lot 3 will also require a separate land use application for future site and building plan <br />review. <br />The building is located in the southeast corner of the site with parking lot and stormwater <br />pond in the rear yard. Sidewalk extends around the building south to CSAH 14/Main <br />Street. <br />5 <br />
