Floodplain <br />There is no FEMA Foodplain on site. <br />Additional City and Government Agency Review Comments <br />Anoka County Highway Department <br />Anoka County Highway Department reviewed the final plat and has no concerns with the <br />plat as proposed. <br />City of Hugo Comments <br />The City of Hugo provided a comment letter on October 4, 2021. They recommend a <br />development and construction phasing plan, transportation corridor study, and Elmcrest <br />Avenue/24t' Avenue and Rosemary Avenue improvements. Future development of <br />Outlot B, Belland Farms will require a thorough analysis of transportation corridors and <br />necessary road improvements with input from Anoka and Ramsey Counties and the City <br />of Hugo. <br />Lino Lakes Public Safety Comments <br />Deputy Director -Fire Division L'Allier notes concerns regarding access to the Belland <br />Farms development for emergency responders if Rosemary Way is not connected to Otter <br />Lake Road sometime in the future. <br />Deputy Director -Police Division Leibel also notes concerns for emergency responders <br />and large apparatus vehicles that need to do a U-turn at Victor Hugo Boulevard to access <br />the development. Rosemary Way connection to Otter Lake Road is supported. <br />Future development of Main Street Shoppes and Belland Farms will require Rosemary <br />Way to connect to Otter Lake Road. <br />Environmental Board <br />The Environmental Board reviewed the development proposal at their September 29, <br />2021 meeting and noted some with minor revisions such as additional inlet protection, <br />additional canopy cover and landscaping are needed. These items have been addressed. <br />City Attorney <br />The City Attorney reviewed the title commitment and final plat and notes the final plat <br />and development agreement shall be recorded prior to any conveyances by Rehbein <br />Properties to a third party. <br />13 <br />
