Alternative Urban Areawide Review (AUAR) <br />The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The <br />AUAR was updated in May 2020. The AUAR identifies this site as commercial in the <br />land use scenarios. The Belland Farms project is consistent with commercial <br />development. No further environmental assessment is required. <br />Wetlands <br />Per the Wetland Permit Application prepared by Kjolhaug Environmental Services <br />prepared on September 13, 2021, a WCA Notice of Decision for wetland delineation was <br />issued by RCWD on September 7, 2021. Five (5) wetlands were delineated on site. <br />Wetland <br />Ir Acres <br />1 <br />2.47 <br />2 <br />0.56 <br />3 <br />0.74 <br />4 <br />0.08 <br />5 <br />0.05 <br />Total <br />3.9 <br />Per the RCWD CAPROC dated 11/2/2021, the 2 lot commercial subdivision requires <br />llv.739i 0.7928 acres of permanent wetland impacts to Wetland 3 and Wetland 5. <br />Wetland impacts will be mitigated via the purchase of wetland bank credits from the City <br />of Blaine Wetland Bank #1664. <br />The wetlands are not within the Wetland Management Corridor (WMC) so WMC <br />wetland buffers are not required. <br />Staff Comments: <br />1. Standard drainage & utility easements a minimum of 10 ft wide shall be shown on <br />the preliminary plat and provided on the final plat over Wetlands 1 and 2. <br />2. Wetlands 4 and 5 are anticipated to be impacted and mitigated with future <br />development and do not require easements at this time. <br />Shoreland District <br />The development is not located in the Shoreland District. <br />12 <br />
