COUNCIL MINUTES <br />1 <br />1 <br />2 <br />3 <br />DRAFT <br />LINO LAKES CITY COUNCIL <br />SPECIAL MEETING <br />MINUTES 4 <br />5 <br />DATE : November 17, 2021 6 <br />TIME STARTED : 5:35 p.m. 7 <br />TIME ENDED : 6:00 p.m. 8 <br />MEMBERS PRESENT : Councilmember Lyden, Ruhland and Mayor 9 <br />Rafferty 10 <br />MEMBERS ABSENT : Councilmember Stoesz 11 <br />12 <br />Staff members present: City Administrator Sarah Cotton; Public Services Director Rick DeGardner; 13 <br />Communications Specialist Andrea Turner; Administrative Assistant Kellie Schmidt; City Clerk 14 <br />Julie Bartell 15 <br />16 <br />PUBLIC COMMENT 17 <br />There were no public comments. 18 <br />SETTING THE AGENDA 19 <br />The agenda was approved as presented. 20 <br />PUBLIC SERVICES DEPARTMENT REPORT 21 <br />5A) Consider Resolution No. 21-140, Approving Facility Management Software Contract 22 <br />with CivicPlus – Director DeGardner reviewed his written staff report. 23 <br />24 <br />Andrea Turner, Communications Specialist, and Kellie Schmidt, Administrative Assistant, reported. 25 <br />Ms. Turner noted that staff is proposing that the City move its website from the Gov Office platform 26 <br />to CivicPlus to better meet the needs of the City. She noted the benefits of a change, including a 27 <br />better fit for the City’s brand and identity. Samples of CivicPlus guided websites were shown. Ms. 28 <br />Schmidt pointed out that CivicPlus can provide better search options and noted that search is a widely 29 <br />utilized element of the website. Ms. Turner added that CivicPlus also better allows for future 30 <br />updating. She presented a slide indicating how the City of Blaine utilizes CivicPlus for their 31 <br />recreation and other programs on a very user friendly platform. 32 <br />Ms. Turner reviewed other features and benefits of CivicPlus: 33 <br />-Cohesive user experience and efficiency for staff;34 <br />- Custom designed site;35 <br />- Email connection with residents (resident opt in);36 <br />-Recreation center subsite;37 <br />-Technical on-line support;38 <br />- Pricing (eligible for ARPA Funding).39 <br />Adminstrator Cotton added that the recreation center was a catalyst for change but it’s a good time to 40 <br />enhance the website overall; this would be a technology improvement that will grow. 41
