COUNCIL MINUTES <br /> APPROVED <br /> 1 <br /> 2 LINO LAKES CITY COUNCIL <br /> 3 SPECIAL MEETING <br /> 4 MINUTES <br /> 5 <br /> 6 DATE : December 6,2021 <br /> 7 TIME STARTED : 5:00 p.m. <br /> 8 TIME ENDED : 5:55 p.m. <br /> 9 MEMBERS PRESENT : Councilmember Stoesz,Lyden, <br /> 10 Ruhland, Cavegn and Mayor Rafferty <br /> 11 MEMBERS ABSENT <br /> 12 <br /> 13 Staff members present: City Administrator Sarah Cotton; Public Services Director Rick DeGardner; <br /> 14 Community Development Director Michael Grochala; Public Safety Director John Swenson; <br /> 15 Finance Director Hannah Lynch; City Clerk Julie Bartell <br /> 16 <br /> 17 FACILITY TOUR <br /> 18 <br /> 19 Prior to convening in the council chambers,the council toured The Rookery Activity Center(former <br /> 20 YMCA building). <br /> 21 <br /> 22 PUBLIC COMMENT <br /> 23 There were no public comments. <br /> 24 SETTING THE AGENDA <br /> 25 The agenda was approved as presented. <br /> 26 PUBLIC SERVICES DEPARTMENT REPORT <br /> 27 <br /> 28 1A) Consider Approval of Expenditures for The Rookery Activity Center—Director <br /> 29 DeGardner reviewed his written staff report. Staff is recommending approval of seven items for <br /> 30 payment. He reviewed each expenditure. <br /> 31 <br /> 32 Mayor Rafferty thanked staff for their effort in bringing the council to the facility and moving on <br /> 33 necessary expenditures. <br /> 34 <br /> 35 Councilmember Lyden asked staff if this large project is on schedule. Director DeGardner said he's <br /> 36 not exactly certain as yet; while that's certainly the goal,the availability of necessary product will be <br /> 37 key to staying on schedule. He updated the council on progress and promised to keep the council <br /> 38 up to date. Mr. DeGardner noted that the City is now looking at not hiring a general contractor but <br /> 39 rather handling that work in house; they would utilize WSB construction management services on <br /> 40 an as needed basis. <br /> 41 <br /> 42 Mayor Rafferty asked about the pool area specifically. Director DeGardner reported that staff is still <br /> 43 working with a professional organization as expertise is much needed in that area of the facility. <br /> 1 <br />
