11 <br /> <br />• Require that site plans for each of the developments include measures such as <br />appropriate setback distances, earthen berms, noise walls, and appropriate site <br />design to reduce the impact of traffic noise to residential areas. <br /> <br />A Traffic Noise Assessment was completed on April 25, 2014 by David Braslau <br />Associates, Inc. as part of the original NorthPointe residential development. The study <br />noted plans for a senior housing facility on this outlot were not available and not <br />addressed in the assessment. A separate noise assessment for that project will have to be <br />completed once specific plans are available. <br /> <br />The applicant shall submit a noise study related to the NorthPointe Garden Estates <br />development. <br /> <br />RECOMMENDATIONS <br /> <br />Staff recommends the NorthPointe 8th Addition and NorthPointe Garden Estates final plat <br />and site and building plan review be forwarded to the Planning and Zoning Board and <br />City Council with the following comments: <br /> 1. Blanding’s turtle flyer and factsheet shall be distributed to all contractors working on the site. 2. MnDOT type 3N or 4N bio-netting or natural netting erosion control blanket should be used where blanket is necessary for stabilization to minimize wildlife impacts. 3. Surmountable curb sections should be added in the vicinity of the blue highlights below to allow for passage of wildlife (turtles). <br />
