Scope <br />1. Assemble and review background materials/Data Analysis: $0 <br />This phase will focus on data gathering and review, which will form the basis for the rest <br />of the plan. Our review will include: <br />• Comprehensive plan <br />• Relevant sections of the zoning ordinance <br />• Infrastructure information <br />• Comprehensive Drainage Map <br />• Storm Water Analysis <br />This portion of the project will be provided at no cost as WSB currently has all pertinent <br />information to review and analyze. <br />2. Scenario Preparation: $11,400 <br />WSB staff will compile all relevant utility, drainage, land use/zoning, and transportation <br />information into three different draft scenarios that depict the following: <br />• Potential road alignments of Otter Lake Road and other local street <br />connections/extensions. <br />• Land uses according to the current comprehensive plan. <br />• Zoning as proposed for the current land uses. <br />• Storm water volume control BMP's and conveyances to the regional system. <br />• Boundaries of the potential wetland bank and details of such bank. <br />• All local utilities. <br />• Potential lot sizes according to current industrial trends and/or ordinance <br />requirements. <br />• Circulation patterns around building pads/lots and within the industrial areas. <br />3. Meetings/Scenario Refinement: $5,500 <br />WSB staff will meet with City staff to determine two preferred scenarios according to the <br />information provided in #2 above. The following meetings are accounted for in this <br />proposal: <br />• WSB/City Staff kick off meeting to discuss process and goals <br />• WSB/City Staff meeting: to discuss scenarios and next steps. <br />• WSB/City Staff/Stakeholder meeting: to present options to property owners and <br />other stakeholders. <br />• WSB/City Staff/City Council workshop: to discuss scenarios and next steps. <br />• WSB/City Staff meeting: workshop follow-up. <br />4. Sequencing Analysis: $9,700 <br />The city initiated a discussion with the USACE and WCA LGU in 2014 for the extension <br />of Otter Lake Road and anticipated wetland impacts. At that time, the agencies requested <br />additional information related to the project purpose, need, and design alternatives. This <br />task will involve coordination with the agencies to identify a preferred alignment <br />alternative and obtain sequencing approval. This will include up to 2 meetings with the <br />TEP and USACE, development of the purpose and need, and evaluation of 2 alignment <br />
