alternatives (2014 alternative and alternative developed through this process) and the no <br />build alternative. This scope does not include obtaining wetland impact approvals from <br />either agency. If a project moves forward, and approvals from the agencies are required, <br />WSB will bill the project under a separate contract at an hourly rate. <br />As part of the master plan process, the final roadway alignment will need to be <br />determined. The verification of the proposed roadway alignment and updated <br />construction cost estimates will be provided. (Final surveys and construction plans would <br />be provided under a separate contract.) <br />5. Federal EDA Grant Preparation: $5,000 <br />In tandem with the small area study process and based upon the outcome of the <br />discussions, WSB will identify potential funding sources (e.g., Federal EDA Grants) and <br />provide information and preliminary application materials. Applications that require the <br />development of additional information (e.g., ALTA Surveys, Phase 1 Environmental <br />report, etc.) would be billed separately after approval from the city and Staff. <br />6. Master Plan Preparation: $6,900 <br />Once the final scenario is determined, WSB will create the Master Plan for the area that <br />includes the following: <br />• Area Profile: with an existing conditions report using information from the data analysis <br />phase of this process. Exhibits on storm water, existing utilities, wetlands and existing <br />land use and zoning to be provided. <br />• Land use/Zoning Discussion: <br />o Potential land uses for the project area. <br />o Development pattern and scale —including lot sizes, road connections and <br />circulation patterns. <br />o Connections between the project area and surrounding land uses. <br />o Scenario layouts will be prepared as exhibits as discussed in previous meetings. <br />• Transportation analysis would include a written document that explains proposed <br />circulation and transportation needs for the site. <br />• Implementation program: <br />o Recommend ordinance/land use changes to implement the plan. <br />o Other zoning ordinance changes. <br />o Recommend any other actions regarding utilities/wetland banking that need to be <br />addressed to progress to the development stage. <br />7. Master Plan approval: $1,000 <br />During the final step, WSB will work with staff to bring the Plan through the approval <br />process. This phase will include meetings with the Planning Commission and City <br />Council. <br />Cost Proposal: <br />WSB proposes to complete the above process for a not -to exceed amount of $39,500 <br />Timeline: <br />
