Street right-of-way 33.5 ft in width is being dedicated along 241h Avenue creating a full 66ft of <br />right-of-way. No additional street right-of-way is required along 24' Avenue. <br />Staff notes Rosemary Way will eventually extend west and connect to Otter Lake Road to serve <br />future development in both Belland Farms and Main Street Shoppes. This connection will <br />create an important "backage road" from the City of Hugo and parallel to CSAH 14/Main <br />Street to support transportation in the area. CSAH 14/Main Street is an A -Minor Connector <br />road and has limited access points throughout the corridor. Southbound 241h Avenue access <br />onto CSAH 14/Main Street is right in/right out. <br />This future street connection is also supported by Lino Lake Public Safety in order to provide <br />faster and more direct emergency response from CSAH 14 and Otter Lake Road. <br />This future street connection is further supported by the following City Code Sections: <br />§ 1001.096 LAND REQUIREMENTS. <br />(2) Proposed subdivisions shall be coordinated with surrounding properties and/or <br />neighborhoods so that the city as a whole may develop efficiently and harmoniously. <br />§ 1001.100 STREETS AND ALLEYS. <br />(3) Streets, continuous. Except for cul-de-sacs, streets shall connect with streets already <br />dedicated in adjoining or adjacent subdivisions or provide for future connections to adjoining <br />unsubdivided tracts, or shall be a reasonable projection of streets in the nearest subdivided <br />tracts. The arrangement of thoroughfares and collector streets shall be considered in their <br />relation to the reasonable circulation of traffic, to topographic conditions, to runoff of storm <br />water, to public convenience and safety, and in their appropriate relation to the proposed uses <br />of the area to be served. <br />Easements <br />Standard drainage and utility easements at least 10 feet wide have been provided over the lots <br />lines and over Outlot A. An oversized 30 ft wide drainage & utility easement is provided along <br />the east lot line of Lot 1 for drainage to the stormwater pond. <br />Several separate easement documents have been recorded along CSAH 14 (Main St). These <br />easements are for trail, drainage & utility purposes. <br />A separate trail easement with exhibit shall be recorded for the new trail along 24th Avenue. <br />Staff Comment: <br />1. Standard drainage & utility easements a minimum of 10 ft wide shall be shown on the <br />preliminary plat and provided on the final plat over Wetlands 1 and 2. <br />2. A drainage and utility easement shall be provided over the municipal sanitary sewer and <br />watermain extending to the west lot line on the final plat. <br />Public Land Dedication <br />
