The City will collect a cash fee of $9-450 $9,399.60 in lieu of land dedication for commercial <br />development for final platted Lots 1 and 2, Block 1, Belland Farms. A trail shall be constructed <br />along the west side of 24th Avenue between Rosemary Way and CSAH 14/Main Street. The <br />City will reimburse the developer for the trail construction costs. The trail shall be installed by <br />the developer and maintained by the City. <br />Belland Farms <br />3.73acres x $2,520 per acre = $9,399.60a <br />a Trail construction costs will be reimbursed to the developer. <br />Site and Building Plan Review <br />Site Plan <br />This site and building plan review is only for Lot 1, Block 1, Belland Farms and the proposed <br />12,230 sf medical eye clinic. Lot 2 indicates a future daycare and site plan review will occur at <br />a future date upon the submission of a separate land use application. Lot 3 will also require a <br />separate land use application for future site and building plan review. <br />The building is located in the southeast corner of the site with parking lot and stormwater pond <br />in the rear yard. Sidewalk extends around the building south to CSAH 14/Main Street. <br />Staff has completed a full site and building plan review of the project. Overall, the proposed <br />site plan and building meets ordinance and performance standard requirements unless <br />otherwise noted. <br />Staff Comments: <br />1. A 5 ft wide concrete sidewalk shall be constructed along the south side of Rosemary <br />Way. <br />a. This has been provided. <br />2. Future development to the north of Rosemary Way will require sidewalk construction <br />on the north side of the street. <br />3. An 8.5 ft wide bituminous trail shall be constructed along the west side of 24th Avenue <br />from Rosemary Way to CSAH 14/Main Street. <br />a. This has been provided. <br />4. The sidewalk north of the building on Lot 1 shall extend east and connect with the new <br />trail. <br />a. Unfortunately, the grade from the sidewalk to the trail will not accommodate an <br />ADA compliant connection. <br />Lot Size and Setbacks <br />The front lot line is along CSAH 14 (Main Street). The rear lot line is along Rosemary Way. <br />This is consistent with Main Street Shoppes and Otter Crossing developments to the west. <br />
