The plans note that the <br />wetland was delineated by Kjolhaug Environmental Services Co. in 2021. The <br />wetland is within the City's Wetland Management Corridor and a conservation <br />easement currently exists over the wetland. The applicant is proposing to change <br />the buffer and easement around the wetland. <br />Comments: <br />1. RCWD to review the wetland buffer and easement modifications being proposed <br />by the applicant. <br />2. No tree or vegetation removal within the existing wetland buffer and easement <br />will be allowed until RCWD approves proposed wetland buffer and easements. <br />• Landscaping <br />Landscaping will be reviewed in depth by the City's Environmental Coordinator. <br />Comments: <br />Staff recommends adjusting landscaping so that no trees are planted over utility <br />pipes. <br />• Floodplain <br />There is existing Zone AE floodplain on and adjacent to the NorthPointe Garden <br />Estates site. There is a LOMR, effective 12/21/16, that shows the BFE elevations <br />of Pond 200P at 913 and Pond 300P at 915 (NAD 83 datum). <br />Comments: <br />1. The improvements proposed by the applicant change the pond BFEs and the <br />applicant shall verify if a new or revised LOMR is required. <br />• Drainage and Utility Easements <br />Per City Code, the City requires 10-ft wide drainage and utility (D&U) easements along plat <br />boundaries and along lot lines. Drainage and utility easements along lot lines are allowed to <br />be centered on common rear and side lot lines. <br />There are existing D&U and sidewalk and trail easements on the north portion of the site. <br />The applicant is proposing 10-ft D&U easements along the east plat boundary and the <br />boundary adjacent to Chestnut Street and 5-ft D&U easements along the northwest plat <br />boundaries that are adjacent to city -owned property. <br />The applicant is proposing to modify the existing easement that encompasses the wetland in <br />the southern portion of the site. <br />Comments: <br />1. Applicant to update D&U easements around the plat boundary to be 10-ft wide. <br />2. Applicant to provide a temporary easement over the temporary cul-de-sac. <br />Oc Development Agreement <br />A Development Agreement will be required with the final plat. <br />NorthPointe Garden Estates Final Plat Engineering Review <br />
