Water willow (Decodon verticillatus), a MN DNR listed species of Special Concern, has <br />been identified on site per the wetland delineation report. It occurs on undisturbed <br />lakeshores. Conservation of this species depends on avoiding physical alterations of <br />shoreline and preserving native plant buffers. Minimal impacts to the resource along the <br />lake shore are allowed for a 20 ft wide access to the lake. <br />Wetland D is classified as a preserve due to high value amphibian habitat and vegetative <br />diversity. <br />These areas will be protected by a wetland buffer adjacent to the wetlands and shoreline. <br />Floodplain <br />The 2015 DFIRM indicates Zone AE floodplain along the lake. The FEMA base flood <br />elevation (BFE) is 910.2 EL. No floodplain impacts are proposed with this development. <br />Shoreland Management Overlay <br />The general purpose and intent of the Shoreland Management Overlay ordinance is to <br />protect public waters. Per the ordinance Policy statement, the uncontrolled use of <br />shorelands of the city affects the public health, safety and general welfare not only by <br />contributing to pollution of public waters, but also by impairing the local tax base. <br />Therefore, it is in the best interests of the public health, safety and welfare to provide for <br />the wise subdivision, use and development of shorelands of public waters. <br />As discussed, the site is located in a Shoreland Management Overlay district of Amelia <br />Lake. This lake is a classified as a Natural Environment Lake and has a 908.1 OHWL <br />elevation. The required OHWL setback is 150 ft for unsewered lots. The proposed <br />houses and private septic system setbacks are compliant. <br />Per City Code Section 1102.07(2)(a), structures and facilities must be located to meet all <br />setbacks. Stormwater facilities are not allowed within the 150 ft OHWL setback, 40 ft <br />CSAH 54 setback or 10 ft side yard building setbacks. The plans shall have been revised <br />for Lot 1. <br />Except for allowed water -orientated accessory structures, accessory structures and <br />facilities shall meet the required principal structure setback and shall be centralized (City <br />Code Section 1102.07(1)(c)6). <br />Per City Code Section 1102.87(1)(c)4 of the Shoreland Management Overlay ordinance, <br />impervious surface coverage on each lot must not exceed 30%. Per the Preliminary Plat, <br />each lot is under 5.9% impervious and meet the allowed impervious surface coverage <br />requirements. <br />A native vegetated wetland buffer will be required as a stormwater management best <br />management practice (BMP) to minimize runoff pollutants from entering the lake. <br />10 <br />
