conditions, to runoff of storm water, to public convenience and safety, and in their <br />appropriate relation to the proposed uses of the area to be served. <br />The access road onto CR 53 (Sunset Avenue) shall be evaluated by Anoka County. <br />Staff Comments: <br />oo Local road right-of-way shall be a minimum of 60 ft wide. <br />oo Cul de sacs shall not exceed 500 ft in length and bulbs shall meet City standards. <br />oo Additional road right of way along CSAH 14 and CR 53 may be required. <br />oo Access and connection to Carl Street shall be evaluated. <br />oo A traffic study shall be required. <br />oo Anoka County Highway Department is in receipt of the concept plan and will <br />provide additional comments on the development. <br />oo More trails shall be incorporated throughout the development. <br />oo Noise impacts shall be evaluated as part of an EAW. <br />Easements <br />Staff Comments: <br />oo Standard drainage and utility easements at least 10 feet wide shall be provided <br />along all lot lines. <br />oo Drainage and utility easements shall also be dedicated over stormwater <br />management facilities. <br />oo Conservation easements and wetland buffers shall be required over wetlands and <br />greenway corridors. <br />Stormwater Management and Erosion and Sediment Control <br />The concept plan shows several stormwater management facilities and ponds throughout <br />the development. A stronger multi -purpose greenway corridor incorporating trails, <br />stormwater management, floodplain, ditches, open space shall be incorporated into the <br />development. Pedestrian ways/sidewalks/trails shall be included throughout the <br />development, to CSAH 14 (Main Street) and to CR 53 (Sunset Avenue) to provide <br />connectivity throughout the development. The existing trail in Century Farm North near <br />7836 Century Trail shall extend to the east into the development. Deeper rear yard <br />buffers along the stormwater ponds and lake shall be incorporated. <br />Utilities <br />Public water, sanitary and storm sewer utilities will be installed within the development. <br />The site is located in Sanitary Sewer District 2 (Sub -district 2I). Flow is collected <br />southward to MCES Meter M211 and Gravity Interceptor 8361 along North Road which <br />passes southwest through Circle Pines. <br />I <br />
