2-18 <br />§ 1007.019 ADMINISTRATION: ADMINISTRATIVE PERMITS AND APPROVALS. <br /> <br />(1) Purpose. The purpose of this section is to establish regulations and procedures for the <br />processing and consideration of activities allowed by administrative permit, and of matters <br />requiring the approvals of the Zoning Administrator with the goal of protecting the health, <br />safety, and welfare of the citizens of the City. <br /> <br />(2) Submittal Requirements. The information required for all administrative permit or <br />approval applications shall include: <br /> <br />(a) The applicant shall include as part of the application, the applicable submission <br />information as identified in § 1007.020 Site and Building Plan Review. The Zoning Administrator <br />may waive submission information not deemed necessary for the administrative review. <br /> <br />(b) A concise statement describing the proposed use, event or activity, including the <br />purpose, type of merchandise involved, dates and times of operation, number of employees <br />involved, provisions for on-site security, provisions for on-site parking, and other pertinent <br />information required by the Zoning Administrator to fully evaluate the application. <br /> <br />(2) Procedure. <br /> <br />(3) ApplicationAn application for an administrative permit shall be filedapproved or denied <br />within 60 days of the date of its official complete submission pursuant to Minnesota Statutes 15.99 <br />unless extended pursuant to Statute or a time waiver is granted by the applicant. Additional City <br />requirements are as follows: <br /> <br />(a) The property owner or designatedtheir agent shall file with the Zoning Administrator <br />on forms to be provided by the City. <br /> <br />(b)(a) Applications for administrative permits or administrative approvals shall be <br />accompanied by a non-refundablea completed application form together with the required <br />submittals and a fee as established by City Council ordinancerequired in §1007.000(9) of this <br />Oordinance. <br /> <br />(c)(b) The Zoning Administrator shall review the applications and related materials and <br />shall determine whether the proposal is in compliance with all applicable evaluation criteria, codes, <br />ordinances, and applicable performance standards set forth in this Ordinance. The Zoning <br />Administrator shall notify the applicant, in writing, of any incomplete application within ten (10) <br />days of the date of submission. <br /> <br />(d) The Zoning Administrator’s review is based upon the following factors: <br /> <br />1. The proposed development application has been found to be consistent with the <br />policies and recommendations of the Lino Lakes Comprehensive Plan including: <br /> <br />a. Land Use Plan. <br /> <br />b. Transportation Plan.
