CITY COUNCIL WORK SESSION <br />DRAFT <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE : January 10, 2022 <br />5 TIME STARTED : 6:10 p.m. <br />6 TIME ENDED : 6:25 p.m. <br />7 MEMBERS PRESENT : Councilmember Stoesz, Ruhland, <br />8 Cavegn and Mayor Rafferty <br />9 MEMBERS ABSENT : Councilmember Lyden <br />10 Staff members present: City Administrator Sarah Cotton; Finance Director Hannah <br />11 Lynch; Human Resources and Communications Coordinator Meg Sawyer; <br />12 Communications Specialist Andrea Turner; Community Development Director Michael <br />13 Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; Director of Public <br />14 Safety John Swenson; City Clerk Julie Bartell <br />15 <br />16 1. Review Regular Agenda of January 10, 2022 — <br />17 <br />18 Item 4A — Acceptance of Donation to Public Safety (Fire) Department — Mayor <br />19 Rafferty suggested that the council authorize acceptance of the funds and plan to have a <br />20 discussion later on the details of their use, with the understanding that the funds are <br />21 earmarked for certain use designated by the donator. The mayor would like clarification. <br />22 <br />23 Item 5A — Water Tower No. 2, Plans and Specifications for Refurbish — Mayor <br />24 Rafferty suggested that the council would benefit from more information and perhaps a <br />25 view of the project plans. City Engineer Hankee told the council that the project will be <br />26 bid out and the council will see those results in about a month. <br />27 <br />28 Item 6C — Northeast 35E Master Plan Study - Community Development Director <br />29 Grochala noted work ongoing in the northeast vicinity of the City. A master plan for the <br />30 area would be helpful and is being recommended. Federal grant opportunities will be <br />31 investigated. He noted the cost and funding source. The mayor remarked that he thinks <br />32 that having building pads ready to go will be much more interesting to prospective <br />33 buyers.
