STAFF ORIGINATOR: <br />P & Z MEETING DATE: <br />REQUEST: <br />APPLICANTS: <br />INTRODUCTION <br />PLANNING & ZONING BOARD <br />AGENDA ITEM 6B <br />Michael Grochala, Community Development Director <br />February 9, 2022 <br />Gateway Development Studies Discussion <br />City Initiated <br />At the January 12, 2022 Planning & Zoning Board meeting, Board Member Michael Root <br />requested an item regarding Gateway Development Studies be added to tonight's agenda. <br />Attached is Mr. Root's narrative. <br />BACKGROUND <br />The 2040 Comprehensive Plan identifies gateway locations, the need to strengthen and maintain <br />the appearance of gateways, and recommendation to complete master planning studies where <br />identified. These areas are detailed in Chapter 3: Land Use -Planning District sections of the <br />Comprehensive Plan. Mr. Root's proposal identifies these as well as a few other for <br />consideration for both gateway development and master planning or plan updates. <br />ANALYSIS <br />The Implementation section of the Comprehensive Plan (Chapter 12), identifies a number of <br />proposed actions and timing to implement the plan. These items are used to develop an annual <br />work plan and support for project inclusion in the annual budgeting process. <br />The development of design guidelines related to gateways is identified as a short term action (1-5 <br />years). The completion of master plans in individual planning districts is included in the medium <br />priority category. <br />Approximately $34,000 is budgeted annually for code updates, small area plans, and other <br />consultant services. Depending on the plan objectives, these funds may be supplemented by <br />other sources such as sewer, water, or surfacing water programs. Updating official controls is a <br />priority implementation item and is the immediate funding priority. The zoning ordinance will <br />be completed in 2022 along with the sign ordinance. We are also intending to potentially start <br />the update of the Shoreland Ordinance. In addition, the Council recently authorized a master <br />planning process for 400 acres of commercial/industrial land northeast of the 35E/Main Street <br />corridor. This is primarily for the purpose of coordinating trunk utility and arterial transportation <br />improvements across multiple properties. <br />
