Gateway Development Studies <br />The 2040 Comprehensive Plan Goals and Policies state that the city should: <br />1. Create, strengthen and maintain the appearance of the city's gateways and key transportation <br />corridors through streetscapes, design standards, trails, lighting, signage and other tools. <br />2. Encourage developers to take advantage of opportunities provided by gateway and nodal <br />development design standards especially within designated redevelopment areas. <br />3. Encourage master planning to accomplish the objectives of the Comprehensive Plan. <br />According to the 2040 Comprehensive Plan, gateway areas are: <br />1. Hodgson Road (CSAH 49) and County Road J (Ash Street) intersection <br />2. Intersection of Lake Drive and Main Street <br />3. Interchange of 1-35W and Lake Drive (CSAH 23) <br />4. Lake Drive and Hodgson Road (CSAH 49) intersection <br />5. Main Street (CSAH 14) at Sunset Road (CR 53) <br />6. Main Street/1-35E interchange <br />7. County Road J (Ash Street)/1-35E interchange <br />8. Centerville Road and County Road J (Ash Street) <br />However, there are other areas that might also be considered, as given below. <br />Development studies are a way to communicate to developers what the City envisions for gateway and <br />key transportation corridor areas. The primary focus of these studies should be business and <br />commercial development, although residential and institutional uses might be included. <br />Monument signs identifying Lino Lakes could be considered, as well. For some areas, only a monument <br />sign may be appropriate. Examples of such signs in nearby communities include White Bear Lake at <br />Centerville Rd and MN 96, Shoreview at Lexington Ave and MN 96 and Lexington at Lake Dr and <br />Lexington Ave. <br />Along these lines, the Planning and Zoning Board recommends that City Council review and revise <br />existing developing planning studies, as necessary, and initiate new studies for the following areas. <br />Proposed study areas (in order of priority): <br />1. Lino Lakes Town Center, including the clinic building as appropriate <br />2. Marketplace — Revise the PDO to eliminate specific businesses and replace with use categories for <br />undeveloped lots <br />3. Main St at 21st Ave, 35E, Otter Lake Rd and 24th Ave <br />4. Main St and Sunset Ave <br />5. Hodgson Rd and Ash St — Northeast corner <br />6. Main St and Lake Dr <br />7. Lake Dr and Hodgson Rd <br />8. Birch St and Centerville Rd and 20th Ave <br />9. Ash St at 35E <br />10. Lake Dr at 35W <br />
