Planning & Zoning Board <br />January 12, 2022 <br />Page 2 <br /> <br />APPROVED MINUTES <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />The applicant, Lino Lakes 72, LLC., submitted a land use application for a final plat <br />on a 4.5 acre lot in order to construct a 72 unit, 55+ age restricted independent senior <br />housing building called NorthPointe Garden Estates. The name of the final plat is <br />NorthPointe 8th Addition. <br /> <br />Staff recommended approval of the final plat and site & building plan review for <br />NorthPointe 8th Addition and NorthPointe Garden Estates subject to conditions listed <br />in the staff report. <br /> <br />Board Comments <br /> <br />Regarding the traffic study, Mr. Root noted the average daily traffic numbers have <br />not been updated since 2018. He recommended the County update the figures. <br /> <br />Ms. Hankee explained the traffic study uses the County’s latest count numbers and <br />then the Institute of Transportation Standards are applied to make the average daily <br />traffic counts current. She said she would check with the County to see if they have <br />updated figures. <br /> <br />Mr. Wipperfurth concurred with Mr. Root stating the traffic table is outdated <br />especially when considering the recent development in the area. He asked what the <br />status is of the property that is for sale south of NorthPointe. <br /> <br />Ms. Larsen said a concept plan for the property was reviewed a few years ago, but it <br />did not proceed. The property is still for sale. <br /> <br />Mr. Vojtech asked if the developer would be allowed to drop the 55+ age <br />requirement. <br /> <br />Ms. Larsen said the developer would not be able to drop with age requirement <br />without City Council’s approval. <br /> <br />Chair Tralle commented the owner of the building should determine whether or not <br />outdoor storage on decks will be allowed. <br /> <br />Applicant’s Comments <br /> <br />Ryan Nothnagel, 175 7th Ave South, Waite Park, MN 56387, with INH Properties, <br />said they will develop, operate, and own the property. He specified INH Properties <br />has no desire to remove the 55+ age restriction. <br /> <br />Mr. Root asked why the applicant is requesting to change the building setback from <br />40 ft. to 20 ft. <br />
