Planning & Zoning Board <br />January 12, 2022 <br />Page 3 <br /> <br />APPROVED MINUTES <br />Mark Beattie, 216 Park Ave S, Suite 102, St. Cloud MN 56301, with Cole Group <br />Architects explained they are requesting a setback change due to issues they <br />encountered from the existing wetlands on site, elevation issues, and their desire to <br />maximize the width of the courtyard. <br /> <br />Mr. Root asked if the applicant would be willing to screen the building from the <br />existing single family homes with coniferous trees. <br /> <br />Mr. Beattie assured the Board landscaping requirements and requests will be <br />addressed. <br /> <br />Mr. Vojtech asked Mr. Beattie and Mr. Nothnagel how close NorthPointe Garden <br />Estates will be to the highway in comparison to other buildings they have constructed <br />near highways. <br /> <br />Mr. Beattie shared they recently constructed Gray Stone Flats in Mounds View off of <br />Old Hwy 10. He said they have not received road noise complaints from tenants. In <br />buildings they construct, they insulate the walls and utilize 26 STC rated windows to <br />reduce road noise. He noted NorthPointe Garden Estates will be further away from <br />the highway than Gray Stone Flats is. <br /> <br />Mr. Vojtech asked what the cost of rent will be. <br /> <br />Mr. Nothnagel said the rent for a 1-bedroom apartment will range from $1,675 to <br />$1,875. Rent for a two-bedroom apartment will range from $1,955 to $2,475. <br /> <br />Public Comments <br /> <br />Dana Linn, 2101 Dogwood Ct, asked, once the land south of NorthPointe is <br />developed, if exits could be added to help dissipate traffic from NorthPointe. <br /> <br />Michael Ostegren, 6688 21st Ave S, questioned if the traffic counts were adjusted to <br />account for individuals who now work from home due to COVID-19. He also <br />inquired if the City conducted a study on the number of kids in the neighborhood. He <br />asked how the placement of the apartment building will affect the highway noise and <br />thereby impact the existing neighborhood. He questioned what the maximum <br />elevation for the current zoning of the property was. Lastly, he asked for the <br />definition of a PUD. <br /> <br />Travis Hanson, 2117 Chestnut St., expressed concerned about road access through the <br />residential neighborhood, the gas line supply issue that occurred in 2019, and the <br />accuracy of the traffic counts from the traffic study. He asked the board if <br />NorthPointe Garden Estates will be a part of the NorthPointe HOA. <br /> <br /> <br />
