<br /> <br />REQUEST FOR SERVICES <br />Lake Amelia Subwatershed Management Plan <br />Request <br />The City of Lino Lakes, in partnership with the Vadnais Lakes Water Management Organization <br />(VLAWMO), is requesting a scope of work and cost estimate from qualified consulting firms to <br />conduct a Feasibility Study evaluating long term storm water management options for the <br />subwatershed north of Lake Amelia. <br />Background Information <br />Lino Lakes is located in Anoka County, Minnesota, and is home to approximately 22,000 <br />residents. Located in the southeast corner of the county and on the northeastern edge of the <br />Twin Cities metropolitan area the community is a fast growing suburb. Lake Amelia is a natural <br />environment lake, with a watershed area of approximately 754 acres. The lake lies upstream of <br />Wilkinson Lake which is an impaired water. <br />Purpose <br />Drainage conveyance from properties lying north of Lake Amelia is provided by an existing <br />private ditch which serves as an outlet for approximately 340 acres. There is no available <br />information on the creation of the drainage system and it is not managed by a public agency. <br />The ditch corridor and adjacent wetlands are identified as a proposed component of the City’s <br />parks, greenways and trail system in the 2040 Comprehensive Plan. Lake Amelia is also <br />identified as a lake of biological significance by the Minnesota Department of Natural Resources, <br />due to a high quality colonial waterbird nesting area. <br />The ditch corridor has seen recent flooding due to limited maintenance and failure of private <br />culverts. This has raised concerns regarding long term management of the system as <br />development pressure increases upstream. <br />The purpose of the study is to: <br />1. Identify a preferred long term water quality and quantity management strategy for the <br />ditch system. <br />2. Develop alternative concepts for BMP implementation along the corridor that enhances <br />water quality, preserves flood storage and provides a potential recreational and wildlife <br />habitat corridor. <br />Scope of Work <br />The Scope of Services should include the following: <br />1.
