space per unit and said number of spaces can continue until such time as the City <br />Council considers a need for additional parking spaces has been demonstrated. <br />In addition to the City ordinance, PUD Resolution No. 14-21 requires 50% of the parking stalls <br />to be underground. <br />The 72 unit senior building requires 72 parking spaces with at least 36 underground. Sheet C3, <br />Site Plan indicates 62 surface stalls, 2 handicap surface stalls and 72 interior (underground) for <br />a total of 136 parking spaces. The 9 stall detached garage will be omitted. <br />Five (5) handicap parking stalls are required per ADA for parking facilities with 10 1- 15 0 <br />parking stalls. The proposed development has 2 handicap surface stalls and 2 handicap interior <br />stalls for a total of four (4). It was directed at February 7, 2022 Council Work Session to <br />provide more handicap surface parking stalls because this is a senior building. As part of the <br />PUD, two (2) additional handicap surface parking stalls are required. This would bring the <br />total to six (6) handicap parking stalls (4 surface + 2 interior). <br />Grading Plan and Stormwater Management <br />Per the Stormwater Management Plan prepared by Carlson McCain dated December 10 2021, <br />the drainage boundary being considered is 113.810 acres, which includes all drainage from the <br />overall NorthPointe development. Drainage areas affected by the proposed construction <br />include the stormwater pond 300P located in the northern portion of the site, the stormwater <br />pond 200P just outside the west-northwest property boundary (Pond 200P), Catchment 33S and <br />12S to Wetland 1P, which also receives stormwater from the outlets of Ponds 200P and 300P, <br />and Catchment I IS to Ditch 3P, which is the receiving body for Wetland 1P. The proposed <br />site will only affect drainage to these areas. The majority of the site flows to Ponds 200P and <br />300P. The remaining stormwater drains between Ponds 200P and 300P to Wetland 1P or to <br />Ditch 3P. All stormwater, ultimately flows to Ditch 3P. <br />The proposed construction will maintain the drainage areas provided in the overall NorthPointe <br />master development plan to the maximum extent possible. The proposed apartment lot will <br />meet the overall stormwater treatment requirements from the MPCA Construction Stormwater <br />Permit. Adequate water quality treatment and rate control is provided by the existing regional <br />ponds, wetlands, and ditches. All storm sewers have been sized to accommodate a 10-year <br />storm at a minimum. The proposed development will not have an adverse impact on the <br />existing stormwater infrastructure originally planned for the development of the site. <br />The City Engineer and RCWD have reviewed the stormwater management plan. <br />Public Utilities <br />The new independent senior housing building will be municipally served by an 8" PVC <br />sanitary sewer and an 8" DIP watermain located along Chestnut Street. <br />Tree Preservation and Mitigation Standards <br />Per the January 4, 2022 Environmental Board staff report: <br />
