Ms. Katie Larsen
8/6/2020
Page 3
1. The Deputy Director of Public Safety - Fire division has reviewed the hydrant
layout and has suggested moving the proposed hydrant on the east side of the
building to the north side of the building in the seeded area between parking
stalls.
• Sanitary Sewer
There is an existing 8-inch diameter poly -vinyl chloride (PVC) sanitary sewer stub at the
intersection of Otter Lake Road and existing private road. The invert of the stub is
approximately 898.04 and is to be field verified.
The applicant is proposing to serve the development with 8-inch diameter PVC sanitary
sewer. A 6-inch diameter schedule 40 service pipe is proposed for the proposed building.
Comments:
1. Applicant shall consider a cleanout for the sanitary service.
• Transportation
A specific Traffic Study was not completed for the proposed Otter Creek (Lot 1) site. However,
the 1-35E Corridor AUAR completed an analysis for the impacts of the anticipated development of
the entire corridor including the Otter Lake Road commercial area. Based on ITE 10th Addition
Trip Generation rates the proposed Otter Crossing (Lot 1) would generate approximately 1,114
daily trips, 79 AM peak hour trips and 81 PM peak hour trips.
Otter Lake Road is currently classified as an A -Minor Collector roadway and is proposed as a
future A- Minor Arterial Expander roadway in the 2040 City Comprehensive Plan. Main Street
(CSAH 14) is classified as an A -Minor Arterial Connector roadway now and in the 2040 City
Comprehensive Plan.
Based on the AUAR and the City's 2040 Transportation Plan, Otter Lake Road is proposed to be
extended north to 80th Street as development occurs in the area. In addition, a southbound right
turn lane approaching Main Street (CSAH 14) was identified as a mitigation measure in the
AUAR. The addition of the right turn lane will add necessary intersection capacity for the
proposed Otter Crossing development.
With the proposed improvement all intersections and roadways are anticipated to meet the City's
Ordinance requirements for Level of Service and would have the structural capacity to
accommodate the proposed Otter Crossing (Lot 1) development. Additional analysis will be
required as development continues and Otter Lake Road is extended.
Street A is proposed to be 28-ft wide from the back of curb to the back of curb. The entrance to
the parking lot is proposed at 24-ft wide from the face of the curb to the face of the curb. The
Street A used to access the site will be accessed from Otter Lake Road. As discussed above, the
applicant is proposing widening Otter Lake Road to allow for a right turn lane (to westbound Main
Street (CSAH 14)), a through lane, and a left turn lane (to eastbound Main Street (CSAH 14)).
Comments:
1. The private drive to the new Otter Crossing will be a right in/right out in the
future when Otter Lake Road is extended. The full access will be 660' north of
Otter Crossing Engineering Review
