Applicant shall update the width of Street A to match the width of the existing <br />private road to the east of Otter Lake Road (30' F-F). <br />3. Applicant shall provide geotechnical recommendation for private road section <br />or use current City of Lino Lakes standards. See detail GEN-1 updated in 2020. <br />Public roads shall use the City of Lino Lakes standards (4.5" bituminous, 8" <br />aggregate, 24" select granular). <br />4. Applicant to review how right turn lane radius ties into the existing Main Street <br />(CSAH 14) intersection. The pedestrian ramp and traffic signal system will also <br />require revisions. Coordinate intersection improvements impacting Main Street <br />(CSAH 14) with Anoka County. <br />5. Applicant shall show proposed southbound Otter Lake Road layout (right turn <br />arrow, thru arrow, left turn arrow) on the site plan and include length and width <br />of lanes. <br />6. Applicant to install an 8.5-ft wide trail between the private road and Main Street <br />(CSAH 14). A striped pedestrian crossing shall be installed across Otter Lake <br />Rd at Main Street (CSAH 14). Applicant shall work with Anoka County to <br />address associated signal updates. <br />7. Applicant shall provide an ADA compliant pedestrian curb ramp at the <br />intersection of Street A and Otter Lake Road. <br />8. Applicant shall provide widths of the drive-thru and through lanes on the site <br />plan. Staff recommends 12-ft wide lanes. <br />9. Applicant to review garbage truck access to enclosure with current layout. <br />Wetlands and Mitigation Plan <br />Midwest Natural Resources prepared a Wetland Delineation Report dated September 4, <br />2019. A Notice of Decision was issued by RCWD on December 12, 2019. Per the report, <br />two wetlands were delineated on site totaling 4.29 acres. Wetland A is a Type 1/2/3 <br />seasonally flooded basin/fresh wet meadow/shallow marsh wetland complex and is <br />approximately 2.59 acres. Wetland B is a Type 1/2/3 seasonally flooded basin/fresh wet <br />meadow/shallow marsh wetland complex and is approximately 1.70 acres. Wetland A is <br />located in the center of the site and Wetland B is located in the northeastern part of the <br />property. Both wetlands extend off of the property. The project area is not located within <br />the Lino Lakes Comprehensive Wetland Protection and Management Plan (CWPMP). <br />The applicant is proposing 0.12 acres of disturbance to Wetland A and will be purchasing <br />wetland banking credits. <br />Comments: <br />1. Applicant to confirm if 10-ft buffer easement required from wetland boundaries. <br />• Landscaping <br />The applicant is proposing to plant overstory trees, ornamental trees, shrubs, and <br />perennials to meet planning and zoning requirements and to provide screening of the <br />parking lot and drive -through.
