Sight distance from the intersection of Otter Lake Rd and Main Street (CSAH 14) <br />shall be provided or labelled on the plan to determine if it is acceptable. The City's <br />ordinance requires a 30 ft clear zone from the back of the curb at intersections. <br />The applicant shall provide a clear (no vegetation or other) triangular sight line of <br />100 feet at intersections with County roadways. <br />• Floodplain <br />There are no existing floodplains on Otter Crossing. <br />• Drainage and Utility Easements <br />Drainage and utility easements are proposed within the site where there is proposed storm <br />sewer and stormwater management facilities, proposed watermain, and proposed sanitary <br />sewer. The applicant is proposing to include Drainage and Utility easements over all of <br />Outlot D and a portion of Outlot A. The comments below are based on the knowledge that <br />the plat will be revised so that Outlots A, B, C, E and F, shall be platted as one outlot until <br />time of future development. <br />The applicant is dedicating a 60-ft right-of-way along Otter Lake Road. The southern 56 ft of <br />the right-of-way being dedicated is 66-ft wide. <br />Comments: <br />1. Applicant shall include a trail, drainage, and utility easement over the 8.5-ft wide trail <br />along Otter Lake Road. <br />2. The drainage and utility easement over Basin 1 P must extend 10-ft beyond the HWL. <br />See Comment 2 under the Grading section. <br />• Development Agreement <br />A Development Agreement will be required with the final plat. <br />• Grading Agreement <br />A Grading Agreement is not applicable at this time. <br />• Stormwater Maintenance Agreement <br />The stormwater maintenance for public facilities will be covered under the City's <br />Programmatic Stormwater Management Agreement. The applicant will be required to have <br />their own declaration for stormwater maintenance for the private storm sewer. <br />• Permits Required <br />1. NPDES General Construction Permit <br />2.
