These comments are based on <br />the following final plan sets and plat documents: <br />• Rehbein Black Dirt Site, Grading, Erosion And Sediment Control Plan prepared by <br />Carlson McCain, dated January 10, 2022, received January 10, 2022. <br />• ALTA/NPS Land Title Survey prepared by E.G. Rud & Sons, Inc., dated December 23, <br />2021, received January 10, 2022 <br />Applicant to respond to these comments in writing on this word document. Any changes to the <br />plans that are not associated with these comments shall be identified by either a summary in the <br />response or in the plans with a revision cloud or note. <br />Engineering <br />• General <br />The Rehbein Black Dirt development proposes to stockpile black dirt for commercial use. <br />The site will be accessed from 21 st Avenue S and is adjacent to I-35E. The three parcels <br />being utilized for the black dirt operation are approximately 18.36 acres. <br />The proposed stockpile will be approximately 2.7 acres in area, will have a maximum height <br />of 40 feet, and be approximately 103,000 cubic yards of black dirt based on the plans. <br />Comments: <br />1. Applicant to update pile location with setbacks of 80-ft from the northern property <br />line (shared with Dairy Queen) and 50-ft from the 21 st Avenue S right-of-way. <br />2. Applicant to provide details on screening (trees, fences, etc.) needed for onsite <br />equipment. <br />• Grading, Erosion Control & Stormwater Management <br />The Rehbein Black Dirt operation will require site grading for the proposed site entrance <br />and the proposed black dirt stockpile. The stockpile is proposed to have 3:1 side slopes. <br />One side of the stockpile is designated as the "working face of pile". The proposed project <br />
