Planning & Zoning Board <br />February 9, 2022 <br />Page 2 <br /> <br />APPROVED MINUTES <br />Ms. Gelhar, Assistant City Engineer, presented the staff report. <br /> <br />The applicant, Gerald Rehbein, submitted a land use application for a conditional use <br />permit for earth moving/black dirt stockpile. The black dirt stockpile is currently <br />located at 6921 21st Avenue S, Centerville, Minnesota. The applicant is proposing to <br />relocate the black dirt stockpile to the properties located on 21st Avenue South (PID <br />#24-31-22-24-0002, #24-31-22-24-0008, #24-31-22-24-0009). Once the dirt has <br />been moved to the Lino Lakes site, the operation in Centerville will cease. The <br />material from the stockpile will be available for sale during the summer months from <br />7:00 a.m. to 5:00 p.m. <br /> <br />Staff recommended approval of Rehbein’s conditional use permit for earth <br />moving/black dirt stockpile subject to conditions listed in the staff report. <br /> <br />The Board discussed the location of the black dirt stockpile and routine street <br />sweeping. <br /> <br />Applicant’s Comments <br /> <br />Jon Rausch, 5229 Minnetoga Terrace, Minnetonka, MN 55343, with Cushman & <br />Wakefield said the black dirt will be onsite for twelve months or less and they will <br />not be bringing in more dirt. <br /> <br />Joe Radach, 3890 Pheasant Ridge Drive, Suite 100, Blaine, MN 55449, with Carlson <br />McCain, stated the black dirt pile will be positioned to meet the setback <br />recommendations of 80 ft. and 50 ft. He added a street sweeper will be continually <br />onsite ensuring the streets are swept. He shared that Matt Rehbein anticipates moving <br />the entire dirt pile from Centerville to Lino Lakes in less than two weeks. <br /> <br />Mr. Laden asked why the black dirt is being moved from Centerville to Lino Lakes <br />and how many truckloads of dirt will be moved per day. <br /> <br />Mr. Rausch said the dirt is being moved because a client will be purchasing the <br />Centerville property. <br /> <br />Randy Rehbein said he heard there will be five truckloads of dirt moving each day. <br /> <br />Vice Chair Root declared the Public Hearing open at 7:00 p.m. <br /> <br />There was no one present for the public hearing. <br /> <br />Mr. Wipperfurth made a MOTION to close the Public Hearing at 7:01 p.m. Motion <br />was supported by Mr. Vojtech. Motion carried 4 – 0.
