1 <br /> <br />ECONOMIC DEVELOPMENT ADVISORY COMMITTEE <br />AGENDA ITEM 3A <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />EDAC MEETING DATE: May 5, 2022 <br /> <br />TOPIC: Clearwater Creek Business Park – Rehbein Properties <br />Comp Plan Amendment and Interim Land Use <br /> <br />BACKGROUND <br /> <br />In October of 2021, the EDAC discussed the possible relocation of the Rehbein Properties black <br />dirt pile to a location on the east side of 21st along with the a possible land use change from <br />commercial to industrial. The EDAC was supporting of this request and Rehbein Properties is <br />actively working on the proposal. The relocation of the stock pile was approved in March of <br />2022. Staff is currently working with the property owner and two developers on an industrial <br />project that would build out the entire land area between Northern Lights Blvd and Cedar Street. <br /> <br />Ryan Companies, a Minneapolis based real estate developer, is working on a plan to develop the <br />35 acres north of Clearwater Creek. They are also coordinating plans for development of the 10 <br />acres south of Distribution Alternatives by MSP Commercial. Development of both parcels may <br />result in 4 buildings with approximately 560,000 square feet of manufacturing, office and <br />warehouse space. The estimated market value would likely exceed $35 million. <br /> <br />There are a number of issues that will need to be addressed to facilitate the development and <br />staff working through those with the development groups. We are expecting a request for tax <br />increment financing assistance to help address extraordinary development costs associated with <br />the project. <br /> <br />Land Use Change <br /> <br />The land north of Clearwater Creek is currently guided for commercial use and zoned GB, <br />General Business. Staff is anticipating a Comprehensive Plan amendment to guide this land as <br />Business Campus, and rezoning to an appropriate industrial district. Approximately four acres, <br />north of Northern Lights Blvd, will remain commercial. <br /> <br />Utility Relocation <br /> <br />To maximize development of the southern 10 acres, the existing Xcel Energy transmission line <br />will need to be relocated. This would allow for a 120,000 to 140,000 SF building on the site. <br />The northern property was originally envisioned for smaller retail pads with municipal sanitary <br />sewer and water bisecting the site. To facilitate the proposed development, the north/south run <br />will need to be relocated westerly from its current location. <br />
