<br />APPROVED MINUTES <br />4. OPEN MIKE <br /> <br />Declared Open Mike at 6:34 p.m. <br /> <br />Closed Open Mike at 6:35 p.m. <br /> <br />5. ACTION ITEMS <br /> <br />A. Erickson Estates, 63 White Pine Road, Preliminary <br /> <br />The applicant has submitted a land use application for Comprehensive Plan <br />amendment. The proposed development is a 2 lot single family residential subdivision <br />located at the northwest quadrant of White Pine Road and Baldwin Lake Road. The <br />development contain on 4.38 gross acre parcel and is Erickson Estates. <br /> <br />The proposal is a Comprehensive Plan Amendment because the City will need to <br />amend the Future Land Use Map from Urban Reserve to Low Density Residential. <br />The proposal is a rezoning because the land would need to change from R, Rural to <br />R-1X, and single Family Executive. <br /> <br />ANALYSIS <br /> <br />The four-acre site contains a single-family home connected to public water and <br />sewer, area has wetlands, pond, mowed grassland, and tree coverage. Per the <br />Subsurface Geotechnical Assessment, groundwater was not encountered in the <br />boreholes. The Rice Creek Chain of Lakes Regional Park Reserve abuts the property <br />to the north. <br /> <br />Concerning the Comprehensive Plan, Erickson Estates is consistent with the goals <br />and policies of the comprehensive plan, resource management, land use, housing, <br />transportation and utilities. <br /> <br />The Resource Management System Plan identifies the following in the area: <br /> Proposed Trail <br /> Greenway system connectivity <br /> <br />A future trail north south through the Regional Park is indicated on the future park plan <br />Resource Management Plan. Erickson Estates does not negatively affect these plans. <br /> <br />The greenway corridor extends into the north portion of the parcel incorporating the <br />wetland and floodplain areas. This corridor will be preserved with a conservation <br />easement. <br /> <br />Density and Land Area Calculations <br /> <br />Comments: The area of the wetland buffer conservation easement shall be provided.
