Evironmental Board <br />May 25, 2016 <br />Page 2 <br />APPROVED MINUTES <br />A. Lino Lakes NE Drainage Area Study Update <br /> <br />Ms. Thompson from WSB & Associates presented an update on the NE Area <br />Drainage. The NE Area Drainage feasibility study models the drainage for 1400 <br />acres of land on the east and west side of I-35E, and north of Main Street. The study <br />evaluates water quality improvements and a new surface water outlet to Peltier Lake. <br />Implementation of the plan will require approval from Rice Creek Watershed <br />District (RCWD). <br /> <br />The draft feasibility study was completed in January 2016 and submitted to City <br />staff for review. After review by the Environmental Board and City staff, a new <br />greenway option is now being considered. <br /> <br />The new option includes the new culvert crossing under I-35E, storm sewer and <br />regional storage facilities, and an open-channel greenway between Peltier Lake and <br />20th Ave. <br /> <br />The greenway option also provides additional water quality treatment opportunities <br />for the study area, above and beyond the City’s and RCWD’s development <br />requirements. <br /> <br />The new alignment takes advantage of a culvert crossing under Peltier Lake Drive <br />and utilizes an existing drainage way. This is in line with City’s AUAR and <br />proposed trail and greenway alignments. Also most flexible option for future <br />development because of an earthen channel it can be moved when the land becomes <br />available for future development. <br /> <br />There was two meetings with the affected landowners to discuss impacts to property <br />and drainage systems, as well as to hear their opinions on the project alignments. <br /> <br />After the meeting with Rice Creek Watershed District, it was determined that at the <br />concept level, water quality impacts could be evaluated using a simple land use <br />analysis. The analysis is based on a 1.1 inch rainfall depth, which corresponds to the <br />RCWD volume treatment requirements. <br /> <br />Ms. Bor asked if there were going to be improvements to Peltier Drive because of <br />the road being under water in the spring time. <br /> <br />Ms. Thompson said yes there may be some road improvements that my need to be <br />done. It may be raised in order to get the culvert in and since it is a City road the <br />city would be reasonable for maintaining the road. <br /> <br />Ms. Thompson then said the next steps are to finalize the feasibility study with the <br />new alignment and present the study to the City Council on June 6, 2016. Submit <br />Comprehensive Stormwater Management Plan to RCWD for review. Which
