Hope to start construction 2017. <br /> <br /> <br /> <br />Ms. Bor asked will this study come back to the Environmental Board. <br /> <br />Ms. Thompson said we can have to come when the feasibility study is finalized for <br />review. <br /> <br />Mr. Asleson stated that RCWD also has to review, approve the numbers and <br />comment on the Comprehensive Stormwater Management Plan for this feasibility <br />study. <br /> <br />Ms. Bor mentioned that this last report does not state an improvement in the water <br />quality and being a member of the Environmental Board, the intent of the board is to <br />be looking for opportunities to improve the environment. <br /> <br />Ms. Thompson said this is true but the study does not take into effect the benefits of <br />an open channel. That the channel is flat and long enough that there will be some <br />sediments filtration to the ground water before it enters Peltier Lake. <br /> <br />Ms. Andrzejewski made a MOTION that the Council accept the feasibility study and <br />pursue an open channel design alternative. Ms. Kaufenberg seconded. Amendment <br />to the recommendation is as part of this proposal is to look at any and all <br />opportunities to improve the phosphorus level coming off of this development. <br />Motioned carried 6 – 0. <br /> <br />B. Preliminary Plat, PUD Site Plan Review Woods Edge <br /> <br />Woods Edge is a proposed 112 unit attached townhome development on 11.2 acres, <br />located north of Village Drive and south east of Town Center Parkway. <br /> <br />Back in January 2003 the Environmental Board reviewed “Legacy Holdings”, today <br />called Woods Edge. The project was approved at that time with Environmental <br />Board recommendations. <br /> <br />Recommendations from 2003 are unchanged except for new rules in surface water, <br />wellhead protection, landscape requirements, Stormwater Pollution Prevention <br />Planning requirements, and Tree Preservation. <br /> <br />There are new design standards for development which are now in effect from the <br />Rice Creek Watershed District. City staff are now in the process of updating the <br />overall “Legacy at Woods Edge” development Stormwater Management report to <br />conform to the current standards of the Rice Creek Watershed District. Additional
