Evironmental Board July 27, 2016 Page 4 APPROVED MINUTES Mr. Asleson said that we can recommend the rain garden in the rear of the lots but Community Development would have to see if it will work. It is not a filtration rain garden but it would be a rate control rain garden. Recommendation Approve Chavez Preserve with the clarification of wetland issues and recommendations presented in this report and additional recommendations of the Environmental Board. Ms. Andrzejewski MOTIONED to approve the Chavez Preserve with recommendations. Motion was seconded by Ms. Kaufenberg. Motioned carried 6-0 B. Eagle Brook Church, Addition Review The proposal is for a 5574 square ft. addition to the existing church campus. The addition will support the Church technical services. No additional seats will be added to the church worship area. Nothing has changed with Threatened and Endangered on the site, but within a ¼ mile is the Heron Rookery. Ms. Bor mentioned that there is a family of Sandhill Cranes in that area as well as Native Americans sites that were assessed during the EAW AUAR The addition to Eagle Brook Church is being reviewed for consistency with the AUAR by WSB. Should be done by August 25 and then the staff will have input Stormwater Curve number is 62, after the building it changes to 67. A small stormwater pond is proposed for the site to compensate for the difference in runoff. RCWD and WSB will review for pond design performance requirements. Wetlands There are no wetland impacts. Landscaping Landscape materials submitted are all appropriate materials and none are invasive. All sodded and turf-seed areas must be irrigated. Ms. Bor stated that there is a neighbor to the north and this should be discussed with them.
