Environmental Board <br />July 28, 2021 <br />Page 2 <br />APPROVED MINUTES <br />VI. DISCUSSION ITEMS <br /> <br />A. MS4 Annual Report and Public Comment Opportunity <br /> <br />Mr. Nelson conducted a presentation on the MS4 permit and the development of <br />Storm Water Pollution Prevention Plan (SWPPP) for the city. Mr. Sullivan and Ms. <br />Holmes commented that they believed the education opportunities detailed in the <br />report were an important part of the SWPPP. <br /> <br />Mr. Nelson showed examples of the new door hangers that inform residents of the <br />watering restrictions and list fines for noncompliance with the ordinance. <br /> <br />Ms. Holmes inquired about any updates on the city’s situation with the high <br />manganese levels in the water supply. Mr. Nelson responded saying that an update <br />will be posted in the upcoming newsletter. <br /> <br />Mr. Sullivan opened and closed the opportunity for public comment on the SWPPP <br />with no comments provided. <br /> <br />VII. UPDATES <br /> <br />A. Recycling Update <br /> <br />Mr. Davis provided an update on the participation at July’s Recycling Saturday event <br />and updates to the organics recycling drop-off program. He discussed improving on- <br />site education regarding organics contamination, including a new addition of signs <br />and stickers added to each site. The Public Works department provided new <br />recycling and garbage bins at each organics site to help further reduce any <br />contamination. <br /> <br />Mr. Davis provided an update on the SCORE report and the finances involved with <br />the recycling efforts made in the past six months. <br /> <br />Mr. Sullivan asked who empties the recycling bins at the parks. Mr. Davis responded <br />that the Parks department is in charge of emptying the recycling bins. <br /> <br />Mr. Sullivan commented that he will be meeting with the City Council to consider <br />encouraging businesses in Lino Lakes to ask for grants from Anoka County to <br />improve their recycling programs. <br /> <br />B. General Updates <br /> <br />Mr. Nelson provided an update on the upcoming newsletter to be sent out in early <br />August. Articles included contain information about illicit discharge, stormwater <br />ponds, Adopt-a-Drain programs, and more. <br />
