1) <br />The regular meeting of the Lino Lakes Planning and Zoning Commission held on July 16, 1969 <br />was called to order at 8:10 p.m. by Chairman McLean with those present being Mr. Kelling, <br />Mr. Jester, Mr. Karth, Mr. McLean and Mr. Cardinal. Those absent were Mr. Stanley, Mr. <br />Rehbein and Mr. Husnik. <br />Mr. Keeling moved to accept the minutes of the June 18th meeting as read. Seconded by Mr. <br />Jester. Carried. <br />Mr. Ken Rehbein presented plans for the building of a pre- fabrioated house on his property <br />on Pine Street. He stated the Building Inspector had gone over ell the specifications with <br />him and had been to the manufacturing plant in Wisconsin. W. Dupre felt the pre -fab house <br />met all the Village codes except for the joists in the floor. Village code calls for 2'x8' <br />joists and 40# live load per square foot of flooring. The pre -fab house would have 2' m 4' <br />joists but would still meet the 40# live load per square foot requirement. These floors are <br />solid sheets of laminated plywood. Mr. Jester stated he had seen this type used in other <br />locations and didn't see anything wrong with it. The house is approved by FHA and GI and <br />would be 24' by 42' in size. The walls are finished with panelling and are put together at <br />the corners by a tongue and groove method. The first house he would erect would have no <br />basement under it do to the high water level where it will be built. Future houses would <br />all have basements. Mr. Keeling did not think the one house without a basement would be a <br />good indication of what future homes would be like and thought the Village should have a <br />chance to see what a pre -fab house with a basement would be like. <br />Mr. 6r. Keeling moved to recommend to the Council that they issue up to two building permits <br />to Mr. Ken Rehbein to enable him to erect two pre -fab houses, at least one of which would <br />have a basement, and taking note that the floor joists would be 2' by 4's. The Planning <br />Board anu the Council could then view these two homes before further building permits are <br />issued for more pre -fab homes. Seconded by Mr. Jester. Carried. <br />Mr. Bruce Kafka of 6250 Ware Road appeared before the Board to request a special use permit <br />for a mobile home to be placed at this address for his elderly father. Mr. Keeling stated <br />the Board and the Council has already set a precedent in that they have granted other per- <br />mits for mobile homes for hardship cases from a humanitarian standpoint. It was also <br />pointed out that the son would move into the present house and make improvements on it <br />which would be an asset to the Village. <br />Mr. Jester moved to recommend to the Council they gran a special use permilto Mr. Leo <br />F. Kafka on a mobile home (10' by 45' minimum per code understanding any time he terminatef <br />this use the trailer will be moved to other property with proper permits or removed from <br />the Village. Seconded by Mr. Kelling. Motion carried. <br />Teo gentlemen from Meyer's Outdoor Advertising Company appeared to request permits to erect <br />signs on 35E and 35W. They were told that Lino Fakes does not have an ordinance governing <br />bJ.11boards at this time but the Board was considering the possibility of recommending such <br />an ordinance. These men were anxious for Lino Lakes to do so and stated they would like to <br />be of help when the Village gets ready to set up this ordinance. They will submit copies <br />of sample ordinances to Mr. McLean, with the most important points marked for attention. <br />They were questioned in detail about their billboards, size, maintenance of grounds, etc. <br />Mr. McLean appointed himself and Mr. Kelling to study the submitted ordinances and similar <br />information from Naegele, and try to come up with some idea of a billboard ordinance for <br />Lino Lakes by the September meeting. <br />Chaiiman McLean pointed out the lay -out of the proposed mobile hone park mar Street. <br />He also mentioned that from now on the Council minutes and agenda would be distributed to <br />ell Planning } lord fie.
