A second Special Meeting of the Lino Lakes Planning and Zoning Board was <br />held Nov. 9th for the purpose of an open hearing on the special use permit of <br />Hank Rosengren regarding a landfill. Members present were: Rehbein, Kelling, <br />Heckenlaible, Jester, Bryant, Klepel. <br />Meeting was called to order by Chairman Glenn Rehbein.As the secretary <br />didn't have the formal minutes ready from the previous meeting the Chairman <br />asked for an informal resume which wa then given. Members of the audience <br />were given a chance to voice opinions. <br />Mr. Rob. McCampbell asked whether the planning board had done any <br />feasability study or study as to the need of a landfill in our tillage. <br />Chairman answered that there hadn't been any. Mr. McCampbell then proceded <br />to point out the steps which he felt should be followed. First, to conduct <br />a study to determine if there was a need for Lino to have a dump or landfill. <br />Second: to check with the other communities regarding their experience and <br />availability. Third: to locate such a landfill in a present commercial <br />area which would benefit from it. Fourth: to check with the landowners <br />and Fifth: make adecision. <br />Board Member Kelling mentioned his landfill operation some years ago. <br />He said we could benefit by study of its operation which he felt came on the <br />scene too early but that now such an operation would be profitable. <br />Boardember Jester mentioned that at least the older members of the <br />Planning Board were familiar with landfill operations and know, what they involve. <br />Chairman Rehbein questioned the attorney as to if once the land <br />was rezoned to commercial could it be changed back to residential at a later <br />date. The attorney said it could be done but only if the owner of the property <br />at that time requested it.
