2- <br />Mr. Locher reed from the Ordinance book s list of oommes'cial operations which could <br />build without a permit and stated that spy other operations would have to apply for s <br />speoiel use permit. Mr. Henricksen also questioned the ordinance relating to screening <br />of commercial property. Mr. Looker said their was no regulation on this and a discus- <br />sion ensued on landscaping of the property with the oonoensus being that the Engineer <br />should work with Bolin on this. <br />It was pointed out that the Engineer will have to approve soil tests for footings and <br />drainega,etc., before a building permit is issued. <br />Mr. HoLean moved to recommend to the Council that they rezone the land having the fol- <br />lowing legal description: <br />The South half of the Northwest quarter of the Southwest quarter (S1 /2 of NW <br />1/4 of SW 1/4); and the Southwest quarter of the Southwest quarter (SW 1/4 of <br />SW 1/4), except that part thereof described as follows, to -wit: One square <br />sore in the Southeast oorner of the Southwest quarter of the Southwest quarter <br />SW 1/4 of SW 1/4), described as follows: Commencing at the Southeast corner <br />of the Southwest quarter of Southwest quarter (SW 1/4 of SW 1/4) of Section 8, <br />Township 31, Range 22, Anoka County, Minnesota; proceed thence North on the <br />East line of said Southwest quarter of Southwest quarter (Si 1/4 of SW 1/4) <br />for a distance of 208. 75 feet; and proceed thence West and parallel with <br />the South line of said Southwest quarter of Southwest quarter (SW 1/4 of <br />SW 1/4) for a distance of 208. 75 feet; and proceed thence South and parallel <br />to the said East line of said Southwest quarter of Southwest quarter (SW 1/4 <br />of SW/ 1/4) to the South line of said Southwest quarter of Southwest quarter <br />S+N 1/4 of S* 1/4); and proceed thence East on said South line of said <br />Southwest quarter of Southwest quarter (S# 1/4 of S* 1/4) to the point of <br />commencement; all in Section 8, Township 31, Range 22, Anoka County, Minn, <br />from residential to commercial and that they grant a special uee permit to Molin Conorett <br />Produele Company with the stipulation that they work together with the Village Engineer <br />to amines some screening of the plant, especially along the cemetery side, by the use <br />of pie trees, etc... Seconded by Mr. Jester. Carried, <br />Lt. Richard Stockatead, agent for DX Sunray Service Stations, was present to request <br />rezoning of 1.7 acres for DX station at the corner of 35E and Main Street. This is <br />a portion of a parcel owned by Marcel Rygg who was also present end indicated that he <br />might be interested izrrezoning the entire parcel, which is about 30 acres. There was <br />much discussion about too many stations at one intersection and too many service stations <br />standing idle or the poor appearance of some stations. Mr. Stockstead and W. Rygg <br />were informed that they would have to obtain a variance because the parcel for the <br />station is less than 2 1/2 acres in size. They were told to appear before the Council <br />and request a public hearing. Mr. Locher stated that they would not have to appear in <br />person, only make a request of the Clerk so she could bring it up before the Council. <br />Mr. Rebbein moved to notify the Council that the Board of Zoning is in favor of rezoning <br />only the lot for the station and not the entire 30 -sore parcel. In this way the Council <br />will have more avntrol over the type of businesses that may build on this land. Seconde' <br />by Mr. MoLean. Caar:rired.
