2- <br />Mr. Karth mentioned there was quite a lot of work to be done on the area and he <br />also asked if the low :lots would be brought up. Mr. Busch said he realized there <br />are approximately 12 lots in marshy ground, and that there will be some removal <br />of unsuitable soil in those instances. This will be done before building permits <br />will be requested. He did not feel that there were any lots indicated that were <br />5mpracticel to build on. They had indicated on the proposed plat what they <br />anticipated for storm sewer. There is a ditch along the east side that exists <br />There now, the lake on the west side and the St. Paul Waterworks ditch. Mr. Hill <br />asked if the St. Paul Waterworks would be involved in the drainage problem. <br />Mr. Locher stated that St. Paul Waterworks runs over the Wards Lake. There is <br />no problem there as over the years it has become a waterway. Mr. Jensen stated <br />has been discussed with St. Paul Waterworks and they have indicated to them <br />they have no objections to construction in this area. <br />Mr. Husnik made a motion to accept the plat as presented. Mr. Jester seconded it. <br />Motion carried unanimously. <br />The hearing for the special use permit for two of the areas involving two town <br />house parcels and oneapertment house parcel on Lakes Addition No. 2 was called <br />to order. Mr. Locher showed that the hearing affidavits were in order. These <br />outlots are identified as G & K (town houses), and H (multi - family). <br />The hearing involves applying for a special use permit for construction of town <br />rouses and multi- family units on the designated outlots. References to Mr. Van <br />Nousen's letter were made concerning approval of these outlots. He stated we <br />hould not approve because approval at this point is premature. <br />Mr. Busch mentioned that they have in mind to cone before the Village with e <br />final plat of these two outlots showing all the specifications of the town house <br />levelopment. <br />Mr. Locher mentioned that the Village could require a bond be posted or refuse to <br />issue building permits until there is a definite plan and approval for construction <br />Mr. Busch said he would come back with a plat showing a number of town house units <br />wrlich will consist of a platted lot. The balance of the area will be platted also. <br />1 r. Karth moved that we recommend to the Council for future use Outlots G, H, and <br />2 of Lakes Addition No. 2 for town houses and multi- family dwellings, providing <br />oandric comes before the Planning Board and Village Council with plats before <br />taey go to work and for these to be approved by Planning & Zoning and the Council. <br />1'!r. McLean mentioned the presentation includes items 1 and 2 from Mr. Van Housen's <br />Tanning and Zoning Procedures. He also mentioned that final platting of these <br />lots must be approved prior to the granting of any construction permits. <br />The motion was seconded by Mr. Rehbein. Carried unanimously. <br />The notice of public hearing for Ordinance 6R was discussed.. Mr.. Locher showed <br />that the hearing affidavits were in order. Mr. McLean stated this hearing in- <br />olves Outlot J for Limited Commercial and would be used for small retail business <br />and general offices. <br />Mr. Kelling recommended to the Council that the rezoning of Outlot J to Limited <br />Commercial be granted as outlined in Ordinance 6R for retail business and other <br />offices (excluding filling stations) with no issuance of permits for construction <br />until approval by the Council. Mr. Rehbein seconded this motion. Carried <br />unanimously.
