The regular meeting of the Lino Lakes Planning and Zoning Board held on Sept. 16, <br />1970 was called to order by Chairman McLean at 8:07 p.m. All members were <br />present except Glenn Rehbein. Mr. Cardinal was also present. <br />Mr. Karth moved to accept the minutes of the July 15 meeting and the Sept. 8 <br />special meeting as presented. Seconded by Mr. Hill. Motion carried. <br />W. Lee Smith had previously presented applications for five sign permits. Mr. <br />Gotwald had okayed 3 of the signs including #31, #34 and #35. The signs would <br />be made of wood and steel. Our ordinance specifies steel construction but <br />makes allowance for other properties of equal tensile strength. The Board has <br />allowed wood signs in the past where all qualifications have been met. All the <br />s:Lgns would be 400 sq. feet in size. The application does not state how the <br />wood and steel would be utilized such as whether steel would be used in the <br />ground, etc. <br />Upon questioning by Mr. Hill, Mr. McLean stated that theoretically all signs are <br />to be inspected by the building inspector and engineer to make sure the sign <br />ets the ordinance and that it is put in the correct spot. Actually there is <br />zo specific legal description on the application as to the exact location of the <br />reign. The only legal description on the application is the one of the land of <br />the owner giving permission for erection of the sign. <br />Sign Application #33 describes the same sign as permit #28 now allows. W. Lee <br />was requesting an additional permit because he is buying the land from the <br />present owner and thought he needed a new permit. Mr. McLean did not think a <br />new permit was necessary, but that #28 could carry over and be renewed at a later <br />date. <br />Mr. Kelling moved to recommend to the Council that for administrative purposes <br />sign permit #32 be stricken from the records and treated as sign #28 and Mr. Smith <br />be so notified. Seconded by Mr. Hill. Carried unanimously. <br />Mr. Kelling moved to recommend to the Council they reject sign application #33 as <br />presented by Mr. Smith because there is insufficient room between signs #26 and <br />28 to allow for sign #33 as allowed in our ordinance. Seconded by Mr. Karth. <br />Carried unanimously. <br />W. Jester was worried about amateurs erecting signs in the Village and stated <br />that an improper looking sign could do more harm than good to the Village. <br />Our Ordinance states that any sign over 50 sq. ft. in size must have detailed <br />ilens submitted to the Board before erection. The sign must be of steel or <br />J.?.lustrate the fact that its components are of equal strength. It was stated <br />that W. Smith had been given two copies of the sign ordinance so it was <br />a9stmied that he knew the laws of the Village including steel construction and <br />ritailed plans submitted before erection. <br />X; was stated that all applicants applying for a sign permit should be given a <br />o3.gn ordinance in advance of submitting their application. <br />Mr, Kelling moved to recommend to the Council that tentative approval be given <br />to Mr, Lee Smith for sign permits #31, 34 and 35 provided a detailed description <br />be submitted before erection and that Mr. Smith understands the requirements <br />of the ordinance including structure, wind load strength, etc. Seconded by <br />Mr. Hill. Carried unanimously.
