STAFF ORIGINATOR: <br />P & Z MEETING DATE: <br />REQUEST: <br />CASE NUMBER: <br />APPLICANT: <br />OWNERS: <br />INTRODUCTION <br />PLANNING & ZONING BOARD <br />AGENDA ITEM 8B <br />Michael Grochala, Community Development Director <br />May 11, 2022 <br />Clearwater Creek Business Park Expansion — Rehbein <br />Properties Comp Plan Amendment <br />N/A <br />N/A <br />Rehbein Properties <br />Staff is requesting initial feedback from the Planning and Zoning Board regarding a potential <br />comprehensive plan amendment to change the land use from commercial to business campus on <br />a 35 acre parcel south of Main Street. <br />BACKGROUND <br />In March of 2022, the City Council approved the relocation of the material stock pile from <br />Centerville to the Rehbein Properties land, immediately south of Dairy Queen. Noted during the <br />discussion was the potential development of the site with industrial uses. Staff is currently <br />working with the property owner and two developers on an industrial project that would build <br />out the entire land area between Northern Lights Blvd and Cedar Street. <br />Ryan Companies, a Minneapolis based real estate developer, is working on a plan to develop the <br />35 acres north of Clearwater Creek. They are also coordinating plans for development of the 10 <br />acres south of Distribution Alternatives by MSP Commercial. Development of both parcels may <br />result in 4 buildings with approximately 560,000 square feet of manufacturing, office and <br />warehouse space. The estimated market value would likely exceed $35 million. <br />Approximately four acres of commercial land would remain north of Northern Lights Boulevard, <br />immediately east of the One Stop Convenience store. <br />There are a number of issues that will need to be addressed to facilitate the development and <br />staff is working through those with the development groups. We are expecting a request for tax <br />increment financing assistance to help address extraordinary development costs associated with <br />the project. <br />Land Use Chanize <br />
