The land north of Clearwater Creek is currently guided for commercial use and zoned GB, <br />General Business. Staff is anticipating a Comprehensive Plan amendment to guide this land as <br />Business Campus, and rezoning to an appropriate industrial district. Approximately four acres, <br />north of Northern Lights Blvd, will remain commercial. <br />Utility Relocation <br />To maximize development of the southern 10 acres, the existing Xcel Energy transmission line <br />will need to be relocated. This would allow for a 120,000 to 140,000 SF building on the site. <br />The northern property was originally envisioned for smaller retail pads with municipal sanitary <br />sewer and water bisecting the site. To facilitate the proposed development, the north/south run <br />will need to be relocated westerly from its current location. <br />Soil Corrections and Floodplain Miti ag tion <br />A large portion of the northern 30 acres requires significant soil correction in addition to fill <br />material to support the proposed buildings. The existing flood plain and wetlands on the site will <br />need to be reconfigured and mitigated for to facilitate development. <br />Street Improvements <br />21st Avenue currently provides service to the southern 10 acres, however, the road is planned to <br />be extended to connect with Cedar Street. 21St Avenue is considered a minor collector in the <br />City's Transportation Plan. <br />No formal request has been submitted regarding these items. Staff is providing this information <br />to the Planning for initial comments. Should an application be submitted, a formal review would <br />be completed and brought to the Planning and Zoning Board for consideration. <br />EDAC CONSIDERATION <br />The EDAC discussed the proposal at its May 5, 2022 meeting and was supportive of a land use <br />change. <br />RECOMMENDATION <br />Discussion only. Staff is seeking any initial concerns the board has with changing the land use <br />from Commercial to Business Campus for the area between Northern Lights Blvd and <br />Clearwater Creek. <br />ATTACHMENTS <br />1.
