The applicant provided the following narrative: <br />It is not in the City s best interest to have the stormwater collected at the reclaim tanks <br />and ultimately discharged into the sanitary sewer system. Each wash cycle uses <br />approximately 75% fresh water and 25% reclaim water meaning that 75% of the <br />stormwater that would be collected in the reclaim system would not even be used. It is not <br />common practice for stormwater to be discharged into sanitary sewer systems. Many <br />municipalities in fact avoid this as it can lead to capacity shortages in the treatment <br />plants costing large sums of money to upgrade the plant. The stormwater for this site is <br />proposed to be discharged at the detention pond to the northwest that is intended for and <br />has capacity for this development. Additionally, the car was tunnels are designed to slope <br />away from the building for the safety of customers and employees on snowy days. <br />Staff does not support diverting the stormwater to the water recycling process. <br />Agreements <br />Stormwater Maintenance Agreement <br />The stormwater facilities on the site will be privately maintained and a Stormwater <br />Maintenance Declaration will be required. <br />Development Agreement and Final Plat <br />The applicant, Tyme Properties, shall submit a Land Use Application for final plat after <br />preliminary plat approval. A Development Agreement will then be prepared by the City <br />as it relates to the final plat and development. <br />Site Improvement Performance Agreement <br />A Site Improvement Performance Agreement will be prepared by the City as it relates to <br />the Tidal Wave Auto Spa commercial car wash. <br />Comprehensive Plan <br />Resource Management System <br />The Resource Management System Plan goal of preserving surface water quality is <br />supported by the construction of stormwater management BMP's such as curb, gutter, <br />and stormwater pond. <br />Land Use Plan <br />The Comprehensive Plan guides this property for commercial use. The proposed <br />commercial car wash is consistent with commercial land use. <br />11 <br />
