May 19, 1971 <br />Mr. Don Lund from the 3M Company, representing Mr. Burque, asked for a <br />variance concerning signs under Section Y. There was some discussion on <br />the Beautification Law of 1965 which said that signs had to be removed that <br />were within 600 feet of the right of ways along highways. Mr. Lund also <br />discussed a study commission, consisting of four senators, four representatives, <br />and three other people, which was appointed on December 31st of last year. <br />This commission has a year to make its study and to also make recommendations. <br />Mr. Lund stated that the government does not control within 660 feet of the <br />right of way at the present time. He also said that the state introduced a <br />compliance act to regulate signs. However, the House voted to kill the bill. <br />Mr. Rehbein moved that we deny the request for a variance on the signs <br />because it is too close to residential property under the ordinance. <br />Seconded by Mr. Karth. Carried unanimously. The Clerk will send a letter <br />saying the request was denied and a copy to Mr. Don Lund. <br />Mr. Jaworski, liaison to the Park Board, presented a copy of the Orono <br />Ordinance, concerning the setting aside of certain wetlands to the P&Z Board. <br />This would include water areas up to the high water lines of 1965. Mr. <br />Rehbein stated that he would like to look into this before going along with <br />it. Mr. Rehbein moved to recommend that we make a study of it. Seconded by <br />Mr. Hill. Carried unanimously. <br />Mr. Rehbein and Mr. Hill were appointed to study the land classification under <br />the ordinance, but not the application of the ordinance. The Clerk will <br />send a copy of the ordinance to members of the P&Z commission and to Mr. <br />Hawkins. A meeting was set for June 2nd at 8:00 P.M. at the Village Hall. <br />Mr. Van Housen will also be invited. The subject being the wetlands <br />ordinance. <br />Mr. Fred Memmer, Attorney representing WCCO Radio - Television, presented a <br />petition to the P&Z Board. He stated that this radio tower to be built will <br />be the replacement of the WCCO tower at Anoka. He reported hat the tower <br />wound be 9,000 feet high and would have three guy wires, 120 apart. He <br />was told this would require a special permit and that notices would have to <br />be mailed to all residents within 300 feet of the area. Mr. Hill moved to <br />recommend that the Council set a hearing date for the WCCO tower if the <br />tower complies with the ordinance. Seconded by Mr. Jester. Motion carried. <br />Other business included two small wood signs alond 35E near Acton Construction <br />Company that have no permits. The Clerk and Inspector will look at the <br />signs and decide what action is to be taken. <br />r. Jester had no report. <br />Mr. Karth had no report. <br />Mr. Rehbein had no report. <br />Mr. Hill reported that there is no legal entrance to 'the Brede Signs along <br />35W. He suggested that we call or write'the Highway Department and Mr. John <br />Diefendorf, 1246 University Avenue, <br />Mr. Jester moved to adjourn at 10:23. Motion seconded. Aye.
