Johnson Tool Building Addition plans were reviewed. Mr. Van Housen, in <br />a letter dated February 22, 1972, recommended denial until revised plans would <br />be submitted, and then upon their satisfactory review, approval. Mr. Gotwald <br />stated in his letter of March 15, 1972, that the revised plat plan covers <br />most of the required information as outlined in his letter dated Feb. 15, 1972. <br />The site elevation will not be altered, therefore, the drainage plan for this <br />addition is not necessary. He also advised that before a permit is issued for <br />the installation of the septic tank system as shown that Mr. Johnson should <br />submit a letter of approval from the Anoka County Health Dept. Mr, Van Housen' <br />letter of March 13, 1972, approved the plans subject to the following: <br />1. Is the Sewage Disposal. System satisfactory to the Village Engineer since <br />it is so close to the property line? 2. That the 2' blacktop mat is added <br />throughout the parking lot in accordance with Section 7,02, 3. Add Eleven <br />11) 1 -1/2" - 2" caliper green ash or soft maple along street and highway as <br />indicated in Spring 1972. <br />Mr, Johnson asked if it is in the code that he must blacktop. Be said he would <br />plan to but wondered if it had to be done righteway. Mr. Locher read 70.2, <br />which states blacktop is necessary for commercial. <br />Mr. Kelling questioned planting trees along Aqua Lane there. He said fences <br />now trap the snow in the winter and cause it to pile up - trees would cause <br />even more trouble, Mr. Karth advised eliminating ash or maple on Aqua Lane <br />per Mr. Kelling's recommendation. <br />The plans show blacktop extending from the east end of the building, Mr. <br />Johnson asked if he couldn't sod that and move the blacktop out further, the <br />reason being, he would like to expand in a couple years and it would be less <br />expensive than to have to rip out blacktop. Mr. McLean advised that he have <br />his architect or planner draw this in with red before the Council meeting to <br />make it clearer what he plans. Mr. McLean also stated he should get the en- <br />gineer or architect to bring the elevations up to date. They are not on <br />these revised plans, but were on the first. <br />Mrs. Swanson asked if the parking area is blacktopped, where is all the water <br />in that area going to go? She stated there are no ditches along Aqua Lane, <br />Mr. Kelling said there is a ditch that goes along Highway 8, with culverts <br />all along under private drives. Mr. Hill noted that there might be a potential <br />back up problem. Mr. Johnson said they were putting in a retaining wall with <br />this in mind. <br />Mr. Karth moved to recommend approval of the plans as submitted in accordance <br />with the planner, engineer and Health Dept., omitting the trees on the north <br />side of the building. Seconded by Mr. Shearen. Carried unanimously. <br />Mr. McLean noted that a Mr, Burke had been mining or doing soil removal on <br />village land without a permit. W. Locher indicated that the village engineer <br />should be advised. Mr. Marier said he would look into this. <br />W. Locher had received a letter from Mr. Hutchison's office regarding the <br />filling being done at the Blue Heron. They indicated they were about done <br />except for the final coverage. They are filling to make additional parking, <br />with the first fill being a lot of refrigerators, etc., they then received
