1- <br />The regular ,greeting of the Lino Lakes Planning and Zoning Board was called <br />to order By Chairman, Mr. McLean at 8:00 P.M., July 19, 1972, Members <br />present were; Mister Nadeau, Kelling, Karth, Shearen, Hill, and Farrand. <br />Also present was Mr. Marier, liaison to the Council. Acting as Deputy -Clerk <br />was Mrs. Sarner. <br />Mr. Kelling moved to accept the minutes of the June 21,1972 meting as <br />written. Seconded by Mr. Karth. Motion carried. <br />Steven Krause cancelled his appearance before the P&Z Board, deciding to <br />build the house instead of just the basement. <br />W. Schneider's request was delayed. Their plans are not ready to move on <br />as yet and they were looking for information which was received from the <br />Clerk. <br />Mr. Tagg appeared before the Board to question the requirements for 4" black- <br />top road and the requirement of curbs and gutters. Since his road would be <br />a dead end and used only for his property, he wondered if these requirements <br />would apply in this case. All the bids he has received are for 2" blacktop. <br />He also felt there would be much less traffic on this road than on regular <br />Village roads. The Board questioned the use of delivery trucks and other <br />heavy motor vehicles. Mr. Tagg also questioned the curbs and gutters. Mr. <br />McLean read from the code which states that all roads must have 9" sub base <br />with 3" black top plus a seal coat. Also, there must be curbs and gutters. <br />The concensus of the P&Z Board was that Mr. Tagg would have to abide by <br />existing codes. <br />Mr. Hamacher and Mr. LeTender appeared in behalf of the Skyline Auto Body <br />Shop and presented plans for an addition to the present structure to be used <br />as a paint room. Mr. Van Housen's letter was read approving the plans. The <br />specs for the venting of the paint room was not on the plans. This was <br />questioned and the Board was told that the venting was controlled by the <br />St. Paul Fire Marshall and the Industrial Commission. <br />Mr. Shearen moved to recommend to the Coucil approval of the permit with <br />stated additions; To meet specifications of Village and State Building <br />Codes including frost footings for the slab; Plumbing permit to be obtained <br />for the roughed in plumbing to be installed; paint room specs provided and <br />approved by proper authority. Seconded by Mr. Kelling. Motion carried. <br />Mr. McLean read a letter from Mr. Hutchinson referring toroth filling pro- <br />cess. There can be no more fill hauled in; the present fill must be covered <br />with dirt and seeded. Mr. Hamacher and Mr. LeTender had also received a <br />copy of the letter and stated that there would be no more fill hauled in <br />and they would cover- and seed the present fill as required. They will also <br />install a blacktop driveway and pa ling area. This is in compliance with <br />the orignal plans. Since this will privately owned and maintained it does <br />not have to meet specifications for Village roads, They will try to have <br />the necessary specs and information ready for the July 24th Council meeting, <br />Mr. Youngbauer appeared regarding a variance request. He would like to <br />install a beauty salon in a private residence to be located on Birch Street. <br />His plans to build the new homes hinges on whether or not be can get a <br />variance or special use permit for the salon. He cannot tie up a lot of <br />money in plans and specifications that would be useless to him without the <br />permit. The Board was against rezoning commercial, but would consider a <br />special use permit. Mr. Youngbauer was told he would need plat and building <br />plans; a variance for less that 2 -1/2 acres; planned usage of the land;
