consent of the neighbors. He was also told that if WI obtained a special <br />use permit, and in the future the neighbors objected, that the special use <br />permit could be revoked. He said the shop would be a solo operation and <br />that there would probably be no more that 2, maybe 3 cars there at any one <br />time. <br />Mr. Kelling moved to recommend to the Council serious consideration for <br />approval of a special use permit at such time as Mr. Youngbauer presented <br />plat and building plans; plans for parking and access to highway; and <br />approval of neighbors. Seconded by Mr. Hill. Motion carried. <br />Mr. Tom King, Mr, Don Rich and Mr. Steinhouse presented their plans for the <br />property on 24th Avenue North (the old Qualle farm). Theywould use the <br />property to develop and operate a private boarding, trng and schooling <br />stable to be known as Carriage House Stables. The woul existing buildings, <br />upgrading the present barn to be used for housing horses at the present. <br />Mr. King would use the present house for a residence, they will build a new <br />arena and later add box stalls for the horses. The remainder of the 60 acres <br />will be used for crops such as corn or hay. The area to the North,where <br />the creek is located,will be left as is for the present,but in the future <br />they would like to upgrade it into some sort of a park; possiably for public <br />use. The stable would be used for the training and boarding of horses <br />privately owned) and for riding lessons. The horses are trained for <br />appearance in large horse shows such as the State Fair. They would hold <br />one large show per year for the stables with no admission charge since it <br />would be mostly a get together for the people who own the horses. There <br />would be smaller get togethers for the younger riders during the year but <br />these would not be considered a show since they would be for the children, <br />their parents and friends. <br />Mr. Karth moved that the P&Z recommend to the Council to approve special use <br />permit for the training and boarding of horses and riding lessons with one <br />Major non - admission charge show per year on the premises. This is contingent <br />upon presentation of site and arena structure plans and legal description of <br />property. Also, with proper approval of Planner and Engineer. Seconded by <br />Mr. Shearen. Motion carried. It was also suggested that Mr. King get <br />approval of adjoining neighbors. <br />Mr. McLean noted that the Sign Code for the Village had not been certified <br />and urged the Council to contact the Attorney and get the Sign Code <br />certified immediately. <br />Mr. McLean would like to set a target date for the completion of the <br />Compreshensive Plan. He suggested that they have a special meeting in <br />August for ideas to consider at the September meeting and finish by the <br />October meeting. This seemed agreeable with the Board. <br />Mr. McLean read a letter from Mr. Hutchinson to Mrs. Lillian Wilson concern- <br />ing the filling of her property on Lake Drive. She was advised that as of <br />now the filling must atop. This was the same as the one mailed to the <br />Skyline Auto Body. <br />The sign request for an 100' sign for Skelly was discussed. The feeling of <br />the Board was that Skelly has adequate advertisement before the exit and <br />a 100' sign is unnecessary. Mr. Sheren moved to recommend to the Council to <br />allow only a 65' sign for Skelly. Seconded by Mr. Karth. Motion carried.
